OSVO is the association of school boards for secondary (special) education in Amsterdam.
The association (comprising more than 20 school boards) has defined a social mission for itself:Our schools provide high-quality, future-proof secondary education that offers equal opportunities for all students to pursue the best possible educational path for them, enabling them to make the most of their talents. Our schools reflect the city’s diversity as much as possible and are a place where students from different backgrounds come together.
OSVO aims to achieve this by serving as a dynamic network and focuses on a core agenda comprising the following topics:
- Supply and Demand/RPO, to ensure optimal alignment between the supply and demand for secondary education offered by the joint school boards. The Regional Education Facilities Plan is of great importance in this regard;
- Loting & Matching, the annual process of assigning all approximately 8,000 eighth-grade students in Amsterdam a spot at their preferred secondary school;
- A collective approach to the teacher shortage.
The association’s board consists of five school board members and an independent chairperson, each of whom oversees a number of specific portfolios. They fulfill these roles in addition to their duties and responsibilities as school board members.
Job Description
In this role, you will support the portfolio managers and advise the board on matters related to the three largest portfolios.
- Supply and demand/RPO refers to the optimal alignment between the demand for secondary education and the supply provided by the joint school boards. School facilities play a crucial role in this. The Regional Plan for Educational Facilities is a joint plan designed to ensure optimal school facilities for secondary education.
- Loting & Matching is the annual process of assigning all approximately 8,000 eighth-grade students in Amsterdam a spot at their preferred secondary school.
- Teacher shortage: Amsterdam is facing a severe shortage of teachers, but significant efforts are already underway to address this issue. A task force has been established, along with a teacher agenda and programs such as “Teacher: A Colorful Profession.”
These portfolios require a great deal of coordination with the municipality and various other parties. Sometimes this involves administrative coordination, and other times it involves practical coordination or implementation. In addition, in some cases it is also necessary to monitor whether the agreed-upon procedures are being followed.
Work
- Preparing and providing administrative support for various meetings; Analyzing developments and data in the field in relation to the OSVO’s objectives and practices;
- Make proposals for policy development;
- Administrative support for the Lottery & Matching Appeals Committee;
- Helping to monitor processes;
- &Contribute to and carry out activities for projects;
- Contribute to policy briefs in this policy area;
- Monitor relevant developments and make recommendations for revising procedures.

Terms of Employment
The terms of employment are in accordance with the 2022 Collective Bargaining Agreement for Secondary Education (CAO-VO 2022). This position is classified in pay grade 11. The appointment will be with the Amsterdam-Diemen Secondary Education Partnership.
