
In the Dutch education system, school boards bear ultimate responsibility for education in the broadest sense of the word. This ranges from educational quality to financial management. It is a challenging and rewarding role. The VO-raad (www.vo-raad.nl) is seeking someone who is passionate about further strengthening secondary school boards in the area of governance and who has an affinity for employee participation. You are an enthusiastic and action-oriented policy advisor who will work on initiatives focused on secondary education boards.
You will be working in the Governance and Systems team, a close-knit and knowledgeable team consisting of three policy advisors. The team brings together a variety of disciplines and areas of expertise. There is plenty of opportunity for collaboration within the team to determine strategy and necessary actions. The exact division of responsibilities within the team is still being worked out.
Secondary education operates under a decentralized system in which school boards bear a high degree of responsibility for the schools within their organization, including their quality. In such a sector, it is of great importance that these boards are able to fulfill their responsibilities. As the VO-raad, we contribute to this, for example by drafting a Governance Code (VO-raad), offering professional development programs, and engaging in dialogue with one another on important topics such as employee participation, regional cooperation, and administrative quality assurance. In addition, we represent the collective interests of school boards in dealings with other civil society organizations and in The Hague.

The position is classified in pay grade 10/11 of the CAO VO collective bargaining agreement; pay will be determined based on experience. The VO-raad is an association of secondary schools. The council represents the interests of secondary education in dealings with the government, politicians, the business community, and civil society organizations. In addition, the VO-raad promotes the quality of education by supporting school boards and school leaders in fulfilling their duties. The VO-raad represents virtually all school boards in the Netherlands and consults with employee organizations regarding the terms of employment for staff members.
