Doctors of the World is dedicated to helping people who have nowhere else to turn for medical care. We translate testimonials from our programs into an activist agenda for change. Doctors of the World is part of the international medical network Médecins du Monde and operates in more than 70 countries in addition to the Netherlands. Our organization is driven by dedicated volunteers, professionals, and members. In the Netherlands, we have a team of around 50 paid staff members and over 280 volunteers.
PMEL - Planning, Monitoring, Evaluation, and Learning
Doctors of the World closely monitors the impact of its activities and is ready to take the next step. We want to gain even deeper insight into the effects of our approach and the effectiveness of our interventions, learn from our experiences, and more effectively demonstrate our impact to donors and stakeholders. The focus is on programs, advocacy, and communication. You will combine providing practical support today with laying the groundwork for tomorrow.
In this new, independent role, you will report to the Deputy Director. We are looking for a PMEL Advisor who will work closely with and support the teams in monitoring and learning, and who will develop a future-proof PMEL policy.
What are your plans from here on out?
You will develop and implement a PMEL framework that provides insight into results and impact, encourages learning, and aligns with the requirements of funding agencies and partners. Within 12 months, a basic structure will be in place, which you will then maintain and further develop. We will discuss specific performance expectations during the interview. In this role, your responsibilities will include the following:
- Youwill provide direct support to teamsby actively helping them leverage and enhance existing monitoring and learning opportunities. In doing so, you will offer practical assistance with data collection, analysis, and translating insights into ongoing programs.
- You will develop a forward-lookingPMEL policy witha clear vision, objectives, frameworks, and indicators, in consultation with senior management, the program manager, and other stakeholders.
- Youwill develop a monitoring and evaluation framework. To this end, you will design a practical system for quantitative and qualitative data collection. You will select or adapt tools, formats, and methodologies. And you will ensure that monitoring and evaluation systems comply with data security and privacy guidelines, in consultation with the GDPR working group.
- You will help draft and reviewproject proposals and financial reportsin collaboration with the Finance and Fundraising teams. You will ensure that objectives and metrics are realistic and measurable, that reports remain actionable, and you will assist in preparing clear reports that demonstrate our impact.
- To supporttraining and capacity building, you will train staff and volunteers in the fundamentals of PMEL and how to use the system. You will assist in formulating measurable objectives and indicators. You will organize periodic reflection and learning sessions. And you will advise on how to translate insights into changes in working methods.
- Youwill support the annual planning cycleby advising teams and the management team on SMART goals and metrics, ensure that reports and evaluations contribute to learning and improvement, and coordinate with other organizations to strengthen our PMEL approach.
Your profile
We are looking for a PMEL advisor who is confident, enjoys hands-on work, and is eager to take on the challenge of establishing a new PMEL policy within a dynamic organization. You bring a clear vision of learning and PMEL and know how to translate this into the daily practice at Doctors of the World. You are socially driven and use your knowledge and experience to contribute to our mission and objectives. Additionally, you bring the following:
- Demonstrable qualifications and experience with various PMEL approaches and tools, such as Theory of Change, outcome harvesting, stories of change, and participatory reflection processes.
- Strong analytical and pragmatic skills: you translate data into strategic information and actionable insights, and know which data is truly necessary, ensuring that PMEL policies serve as a useful tool for the teams and the organization.
- A clear understanding of the role of learning and PMEL within the nonprofit sector, preferably in a healthcare or humanitarian context.
- Hands-on, team-oriented, and able to tailor PMEL policies to the needs of different teams.

- A gross monthly salary ranging from a minimum of €3,707.56 to a maximum of €5,486.41 for full-time employment (40 hours per week). Salary is determined based on knowledge, experience, and an (internal) benchmark.
