As an advisor, you will prepare assessments of requests to exercise authority, monitor the progress of processes, and draft decisions. You will also handle the various steps in the decision-making process. The TIB is a small organization where you will fit in as a team player who is flexible and comfortable taking the initiative.
In addition to these general responsibilities, as an advisor you will be responsible for developing, documenting, and ensuring the consistent application of the TIB’s internal assessment frameworks. In doing so, you will take into account the implications for both citizens’ privacy and the operations of the agencies. You will also be able to propose improvements and adjustments to these frameworks.
The Review Committee on the Use of Special Powers (TIB) is an independent committee tasked with reviewing the legality of authorizations granted by the Minister of the Interior and Kingdom Relations or the Minister of Defense for the use of special powers by the General Intelligence and Security Service (AIVD) or the Military Intelligence and Security Service (MIVD). The TIB’s decision is binding.
The establishment of the TIB provides an independent safeguard regarding the exercise of the most far-reaching special powers by the intelligence and security services with respect to privacy.
The TIB consists of three members and three alternate members and is supported by a secretariat. The establishment of the TIB is provided for in Article 32 of the Intelligence and Security Services Act (Wiv2017). In order to fulfill the responsibilities assigned to it by law, the TIB’s secretariat possesses both legal and technical knowledge and expertise.
The TIB secretariat consists of 10 people. The position of TIB Advisor is a position of trust. A security clearance check by the AIVD at the A-level is therefore part of the selection process.
Due to the classified information involved, work is primarily carried out at the TIB office at Binnenhof 19 in The Hague. Working from home is not permitted.
