As an Assistant HR Manager, you manage in a results-oriented manner, focusing on the big picture and output; you have the confidence to rely on the support and expertise of your team members. You encourage their professional growth and development. You do this in part through your professional background and vision, and in collaboration with the department head. In addition to HR matters, you contribute your vision and expertise regarding professional content, innovation, and change.


What will you be doing?

As an assistant manager, you will lead 35 employees in the HR department, working closely with the department head. This role requires a broad perspective and a meticulous and independent approach.

  • In addition to the HR aspects involved in the day-to-day management of the department, you will contribute your vision on HR innovation, professional expertise, and HR services;
  • You will serve as the subject matter expert at the department level for the various areas;
  • From an HR perspective, your focus over the coming years will be on delivering even more professional HR services that the business can continue to rely on. Drawing on your HR expertise, you know what is required to achieve this and, in collaboration with the various departments, translate this into annual plans for each department and into the department’s overarching annual plan. Together with the department head and the HR business partners, you ensure that this plan aligns with the needs of the business;
  • In fostering the professional growth and development of employees, you are aware of current trends in the HR field and understand what is still needed across its various areas.

In 2021, we began further developing the HR department with the goal of raising it to an even higher level in terms of expertise and professionalism. This will improve the quality and effectiveness of the advice and services we provide to the organization. With your arrival, we aim to continue this development.

Who are we?

You will be working in the Human Resources department of the City of Arnhem. We focus on “the right person in the right place” within a complex, dynamic organization. The department is divided into several areas: HR consulting, career and mobility, health and safety, learning and development, recruitment and hiring, and policy, processes, and employment conditions. Together with the organization, we work on challenges such as inclusion and diversity, the learning organization, internal mobility, and the tight labor market. We strive to collaborate across these areas in a connected and results-oriented manner, within an environment where we maintain a positive attitude and reinforce each other’s talents.   • A competitive gross monthly salary in pay grade 13, ranging from €4,965 to a maximum of €6,616 based on a 36-hour workweek;
  • A 12-month employment contract with the intention of establishing a long-term working relationship;
  • 144 statutory vacation hours for each calendar year of full-time employment;
  • 17.05% flexible spending allowance (up to €1,128 per month) in addition to your salary,

  • Reflective ability: You reflect on your own performance and that of the organization, thereby creating a safe work and learning environment influenced by new perspectives;
  • You have well-developed leadership skills and a proven track record in organizational and team development and implementing change;
  • Environmental awareness and organizational awareness are important: you have a broad perspective, a keen sense of political and administrative dynamics, and you translate developments into action at the department level.
