As Cluster Manager for People & Organization, you will play a key role in an organization undergoing significant transformation. In this newly created position, reporting directly to the Board of Directors, you will provide direction to a strategic cluster that shapes how our employees deliver youth healthcare services. This is a strategic management role with real impact, where you will combine building, connecting, and innovating.

Our organization is in the midst of a broad transformation toward a more effective, agile, and smarter structure. As part of this process, we have revamped our structure, culture, and working methods and introduced new roles, including that of cluster manager. In the new organization, we are recruiting three cluster managers who will collectively shape our direction, collaboration, and future development.

Our organization is undergoing a period of renewal. We are in the midst of a broad transformation aimed at creating a more effective, agile, and smarter organization. These changes in structure, culture, and working methods are preparing us for the future. A structural change was recently implemented, introducing new roles, including that of cluster manager. As part of this new structure, we are recruiting three cluster managers for the Service Bureau, Customer & Services, and People & Organization clusters. As a cluster manager, you will join us at a time when direction, collaboration, and further development are taking shape together.

What will you be doing?

As Cluster Manager for People & Organization, you report directly to the Board of Directors and are a member of the executive team. You directly supervise 25 employees and 1 team leader, and indirectly oversee approximately 50 professionals within the HRM, Management Support, Flexible Deployment, and Capacity & Planning teams.

The People & Organization cluster is tasked with contributing to a healthy, agile, and future-proof organization. It translates CJG Rijnmond’s strategic goals into people-centered solutions, thereby supporting the development of employees, leadership, and organizational culture. The cluster ensures good employment practices and supports employees in their roles, with a focus on sustainable employability, job satisfaction, and professional growth. Through strategic HR policies, strong support for managers, and smart, strategic staffing and planning, People & Organization ensures the continuity, quality, and resilience of the organization.

You:

  • contributes to the development of strategic (organizational) policy and translates this into a clear direction and (multi-)year plans for the cluster;
  • serve as a strong sparring partner and advisor to the Board of Directors and senior management;
  • provides direct or indirect leadership and ensures effective organization, collaboration, and communication within the cluster;
  • is responsible for PIOFACH tasks within the cluster as part of an integrated management approach;
  • focuses on quality, customer-centricity, and a seamless customer journey, and is ultimately responsible for ensuring these goals are achieved;
  • leads the cluster through the organization-wide transformation and strengthens collaboration with other clusters and the Youth & Family division;
  • monitors budgets and staffing levels and is responsible for managing strategic risks;
  • represents the cluster on the executive team and in strategic meetings;
  • initiates and implements improvements in operations, service delivery, and processes;
  • You are the client for projects and programs that contribute to our strategic direction.

What are you bringing?

  • You have a proven university-level work and thinking ability and have completed a university degree.
  • You have extensive experience (at least 5 years) as a manager in complex organizations with a similar span of control, preferably in change management initiatives.
  • You excel at strategic and tactical thinking and know how to translate vision into concrete results.
  • You have a strong understanding of finance and business management and are skilled at effectively managing budgets, staffing levels, and risks.
  • You connect people and interests, communicate clearly, and easily build strong networks.
  • You share a commitment to CJG Rijnmond’s social mission and core values.

What do we offer?

  • A new strategic management position reporting directly to the Board of Directors, with significant influence over the organization’s direction and structure.

  • A one-year contract, followed by a permanent contract if your performance is satisfactory.
  • A gross monthly salary between €6,171 and €8,660 based on full-time employment, classified in pay scale FWG 70 under the VVT collective bargaining agreement.
