What are you going to do?

As Head of Planning & Control, you will lead a large department of approximately 90 employees and serve as Deputy Director of FEZ. Your department consists of five teams, each with its own area of responsibility. This covers a wide range of activities, such as premium setting and fund management for benefit payments (approximately 27 billion euros), preparing the annual financial statements and external reporting, managing the internal Planning & Control cycle, the UWV-wide budget for administrative costs (approximately 2.7 billion euros), including establishing financial frameworks for the ICT value chain and overseeing quality management, risk management, and compliance.

You will play a central role in the restructuring of the Finance & Control division, which is currently undergoing a transformation in line with organizational changes across the entire UWV. Your contribution is crucial in shaping and implementing this new structure, with the goal of creating a robust, independent, and future-proof Finance & Control division. Furthermore, UWV is facing a cost-cutting challenge that you, as Head of Planning & Control, will oversee. This challenge is included in the coalition agreement.

Your key responsibilities

You’ll be working at the intersection of strategy, operations, and governance. In this role:

  • You will oversee the group-wide planning and control cycle, including budgeting, reporting, financial statements, risk management, and quality management.
  • Develop a modern P&C cycle based on quarterly management, including clear performance indicators and standardized definitions.
  • Accelerate your digital transformation and data-driven operations in close collaboration with FEZ Business Intelligence. The goal is to create a simpler and more powerful reporting environment.
  • Position the Finance & Control function more prominently and independently within the organization, with a clear role in setting the strategic framework and providing advice.
  • Advise the Board of Directors and senior management on financial and economic policy, strategy execution, management, and funding issues.
  • You will serve as the liaison between the Planning & Control, Accounting House, Business Intelligence, and Change Management departments within the FEZ management team and the Business Control & Quality (BC&K) departments across all divisions and management teams at the UWV.
  • Invest in expertise by further professionalizing the controllers at the UWV.
  • You manage a flexible pool of (project) controllers who can be deployed to address strategic issues within the organization.

You will bring:

  • Extensive experience in Finance & Control at the strategic level.
  • A college degree and more than 5 years of experience in a (relevant) management position.
  • Demonstrable experience in complex, administrative, or politically sensitive environments.
  • Knowledge of management, accountability, and the provision of administrative information.
  • An affinity for data and business intelligence.
  • Expertise in risk management, quality management, and process control.

  • The position is classified in pay grade 14 under the UWV Collective Bargaining Agreement and offers a maximum gross monthly salary of approximately €10,200, excluding vacation pay, year-end bonus, and the employer’s pension contribution. The final offer will depend on your experience and qualifications.

The Financial and Economic Affairs department is the financial and business management heart of the UWV. With approximately 200 professionals, we work on policy, management, and oversight of the organization and its programs. We advise management and the board, monitor performance and risks, and contribute to sound and future-proof operations. Together with the BC&K departments within the divisions, we ensure that UWV fulfills its social mission—in a controlled, transparent manner and with a focus on quality.

FEZ consists of four departments: Planning, Control & Analysis, Business Intelligence, Accounting House, and Control Change Engine.
