A glimpse into the world of this role

As Director of Operations, you will lead a broad management team that plays a central role in ensuring Pantar’s governability, continuity, and professionalization. You are responsible for the further development, coordination, and professionalization of operations within the organization. Within the organizational structure, this management team oversees the Finance & Control, IT, Privacy & Risk, and Facilities & Procurement departments. In total, you will lead a team of approximately 35 full-time equivalents.

You are a member of Pantar’s executive team and, in that role, make a significant contribution to the organization’s direction, governance, and continuity. In this role, you operate at the intersection of strategy, control, and execution. You advise the CEO and the executive team on the financial implications of strategic decisions, clearly identify risks and constraints, and ensure that decisions are translated into clear frameworks, guidance, and lines of accountability.

At the same time, you ensure that the core business operations can function effectively within a framework of reliable processes, systems, information, and services. In doing so, you serve not only as a strong strategic partner to the CEO and fellow executives, but also as a leader who provides direction, stability, and cohesion within a management team with diverse areas of expertise.

What you will be doing

  • You will provide comprehensive and hierarchical leadership to the Operations Department and be responsible for its performance, team development, and professional growth;
  • You will directly supervise the managers in Finance & Control, IT, Facilities & Procurement, and Privacy & Risk;
  • As a member of the executive board, you will contribute to Pantar’s organization-wide strategy development and translate this into a strategic multi-year plan and annual plans for your own department;
  • You will advise the CEO and the executive team on the financial implications of strategic decisions, investments, scenarios, risks, and constraints;
  • You will ensure that business operations are organized efficiently and effectively, so that Pantar is demonstrably in control;
  • You will design, manage, and improve the Planning & Control cycle, including budgeting, long-term forecasting, management reporting, and financial statements;
  • You provide timely, clear management information and analyses to support decision-making;
  • You will develop and monitor organization-wide financial frameworks, control measures, and compliance with processes and agreements;
  • You ensure effective management of grants and contracts from start to finish: from agreements and performance to accountability, audits, inspections, and risk management;
  • You will ensure Pantar’s financial stability and make decisions based on an understanding of its liabilities, investments, liquidity, and financial position;
  • You will develop and implement strategic procurement and contract management, and monitor supplier performance, contract risks, and decision-making regarding contract renewals and tenders;
  • You are responsible for ensuring a reliable, secure, and manageable IT and information infrastructure, including information security, privacy, and GDPR compliance;
  • You provide guidance and establish guidelines for office space and the vehicle fleet to ensure they are safe, efficient, and appropriately tailored to the organization’s needs;
  • Together with the CEO, you will negotiate with the municipalities of Amsterdam and Diemen regarding the multi-year budget, a sustainable financing model, and the associated subsidy and contract agreements.

What you bring to the table

  • Academic level of work and thinking, preferably in the field of business administration, business economics, or finance;
  • Extensive managerial experience in a senior financial or general management role;
  • Experience with organizational change, professional development, and leading multidisciplinary teams;
  • Extensive experience with integrated management in a complex organization;
  • Experience in or a demonstrable affinity for the areas of facilities management, IT, and information services, as well as the ability to manage these areas in conjunction with broader business operations;
  • Demonstrable experience in policy consulting and stakeholder management, preferably in or related to the public or social sector;
  • The ability to integrate strategy, operations, finance, risk management, information systems, and service delivery.

  • Salary: salary in accordance with PGA pay scale 15 (up to €9,270 gross based on a 36-hour workweek). In addition, you will receive an Individual Choice Budget (ICB) of 17.05% that you can use as you see fit;
  • Hours: You are available for 36 hours per week;
  • Work environment: an informal work environment and a place where collaboration is key;
  • Work location: You will be based in Diemen and will regularly be present in the operating room; in addition, you will work at other locations as needed, including Amsterdam. Hybrid work is possible to a limited extent in this role;
  • Leave: Do you work full-time? If so, you are entitled to 144 statutory leave hours and 57.6 additional leave hours per year. You can also purchase additional leave through the IKB, allowing you to maintain an even better work-life balance;
  • Travel: Pantar offers a mileage allowance for commuting of €0.10 per km when traveling by car, €0.15 when traveling by bicycle, or €0.21 when using public transportation;
  • Pension: pension accrual through PFZW, 60% of which is paid by Pantar;
