Your role as Youth Manager

The residents, all between the ages of 13 and 18, have often come to the Netherlands on their own with just one shared desire: a safe place to stay and a chance at a future. In addition to standard services, this group also requires specific care. As a manager, you’re encouraged to think well outside the box. How do you help a teenager from a foreign country feel at home? This involves issues related to education, social connections, and the ability to resist temptations. In your role as manager, you empower your team to provide the young people with the right guidance.

As a youth manager, you are responsible for the overall management of your team, processes, and results at a given location. As a youth manager, you have a diverse range of responsibilities:

  • You will be responsible for implementing the annual plan/management contract (objectives, activities, staffing, finances, and facilities) within the established parameters.
  • You allocate personnel and resources in such a way as to ensure effective and efficient staffing.
  • You coach, support, and motivate employees, serving as their primary point of contact.
  • You will provide crisis intervention as needed and will also be responsible for the follow-up care of staff and residents.
  • You ensure effective coordination with the surrounding community so that living conditions for residents are and remain optimal.
  • You oversee the work performed by contracted service providers.

In this role, you will report periodically to the regional manager on results achieved and the allocation of resources.

Job Requirements

You are a people- and results-oriented manager with a clear vision of leadership. You connect well with the target audience, are a hands-on leader, and are able to set clear goals. You have a motivational and coaching-oriented leadership style, with a focus on the development of your employees. You take and delegate responsibility, are open and approachable, and operate on a foundation of trust. We also consider the following to be important:

  • Education: a completed degree at the higher professional education (HBO) or academic level, supplemented by management training.
  • Work experience: at least 5 years of relevant and recent managerial experience.
  • Personality: You are confident, flexible, decisive, and have a keen sense of organizational dynamics.
  • Collaboration: You actively seek out opportunities to collaborate with partners (including those in the supply chain). You have the ability to think strategically and contribute across locations, at the unit and organizational levels.

The COA places a high value on integrity and reliability. As soon as we extend a job offer to you, we will conduct a pre-employment screening. The screening includes at least the following components: application for a Certificate of Good Conduct (VOG), verification of diplomas and certificates, and identity verification. 

Where will you be working?

We are looking for a temporary youth manager to cover a sick leave position at one of our locations in Amsterdam. After that, you will work at one of our other locations in the Amsterdam area. At these locations, we provide shelter for unaccompanied minor asylum seekers (UMAs) aged 13 to 18. They stay at our facilities during the asylum process and receive 24-hour supervision.

An average team consists of 20–25 full-time equivalents, including youth workers, youth housing counselors, and a behavioral specialist.

What do we offer?

  • Salary: €5,324.89 – €7,532.16 gross per month based on a 36-hour workweek (Pay Scale 10).
  • Employment: 32–36 hours per week, initially for a period of 1 year, with the possibility of a permanent position.
  • Employee benefits: Travel allowance (€0.23 per km), flexible spending account (FSA) equal to 18% of annual salary (including year-end bonus and vacation pay), pension plan, career development fund, and wellness hours.
  • Vacation leave: 144 hours for full-time employees + the option to purchase an additional 26 hours of leave using the Individual Choice Budget (ICB).
  • Development: We place a high value on personal growth. At the COA, you will receive a career budget equal to 1.5% of your monthly salary, which you can use, for example, to take a training course or pursue further education.
