The position

Amsterdam is growing. Pressure on space, housing, and amenities is increasing. Urban development plays a crucial role in this effort to build enough homes and keep the city livable and future-proof.

As a Project Manager for Land Affairs in Area Development, you are the driving force behind all land-related matters within a project. You are responsible for the acquisition and valuation of land in area development projects and negotiate these matters with market parties. You draft and review contracts and ensure that municipal policies are applied within your projects, such as the 40-40-20 housing development program.

The projects you work on vary in scope and complexity and increasingly address issues such as ecology, sustainability, and the energy transition. In doing so, you make a direct contribution to the challenge of building thousands of homes in Amsterdam each year. You perform work that is highly relevant to society, with a focus on sustainability and a future-proof city.

Within project teams, you will work closely with project managers, planning economists, and leaseholders. The project manager has ultimate responsibility for the project. As a project leader, you will serve as the subject matter expert within the project and be responsible for all land-related matters. Ultimate responsibility for the project lies with the project manager, with whom you will work closely to achieve results.

A large proportion of the projects are carried out through conversion (modification of an existing ground lease) or through a tender process (granting of a new ground lease). Through your efforts, you will make a significant contribution to the city’s goal of adding 7,500 new homes annually.

As part of the Project Management department, you will work on projects in areas such as Sloterdijk, IJburg, Hamerkwartier, Amstel III, and the Zuidas. You will be part of a department comprising approximately 70 project managers with diverse areas of expertise. Together, you will share knowledge, draw on each other’s insights, and work toward a single common goal: making Amsterdam even more beautiful and future-proof.

Here's what you do on an average day

  • You will contribute strategic input to spatial planning initiatives within Amsterdam and develop scenarios. You will safeguard the municipality’s financial and legal interests. Together with the project manager and planning economist, you will work on new area and real estate development projects. You will spend most of your time working within your project teams.
  • You will visit project sites, verify that developers are adhering to the agreements, and consult with colleagues in Policy or Land Valuation as needed.
  • You will negotiate with market participants regarding housing development projects, draft leasehold agreements into concrete terms, and have them reviewed by the Legal Department.
  • You will initiate and oversee tenders, advise on tender strategy, draft tender documents, oversee the selection of vendors, and supervise the drafting and execution of contracts.
  • You are a dedicated point of contact for colleagues, stakeholders, and residents.

The mission of the Land & Development Department is to create greater value for the city and metropolitan area of Amsterdam. We achieve the city’s objectives for area development by preparing land for construction and granting it under leasehold. G&O balances costs, revenues, phasing, and quality, and finances area development through the Equalization Fund. In doing so, the department fulfills various roles, ranging from developer and negotiator to fund manager and advisor. In addition, G&O manages the leasehold system, oversees approximately 300,000 leasehold rights, and is responsible for land policy and its implementation. With departments such as Area Development, Contracted Works, Project Control, Strategy & Advice, Land, and Staff & Support, we work together to achieve the city’s urban ambitions.

Within the field of urban development, we work closely with other city departments to create a sustainable and vibrant city for residents and businesses. Through this collaboration, we ensure the smooth and professional allocation of building lots, at manageable costs, while prioritizing quality, sustainability, and a sound financial outcome for Amsterdam.

You’ll be based in the Project Management department. From here, land affairs project managers are assigned to projects throughout the city. Even though everyone works at different locations, we’re one team and help each other out when needed. You’ll have the freedom to organize your work in a way that suits you. Our headquarters are located on Weesperplein in Amsterdam.

What you bring

For this position as Project Manager for Land Affairs in Area Development, you must have:

  • A completed associate's degree. A background in urban planning, economics, or law is a plus.
  • At least 5 years of experience with the financial, economic, and/or private law aspects of land-use planning. You can provide specific examples of projects to which you have contributed.
  • Proven experience in strategic work within urban and real estate development. You know how to take the lead and can demonstrate this with recent examples from your professional experience.
  • You have a strong command of the Dutch language, both spoken and written. For this position, this means you can communicate clearly and persuasively, and you can understand and draft complex texts.

You should have the following skills:

  • Environmental awareness: You are well-informed about professional, organizational, social, and administrative developments.

What we offer you

As a Project Manager for Land Affairs in Area Development, you will join our team for a minimum of 24 and a maximum of 36 hours per week, and you can expect the following terms of employment.

  • A gross monthly salary ranging from €5,303 to €7,163 (pay scale 12) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.  
  • A one-year employment contract, with the possibility of a permanent contract thereafter, if you do not currently have an employment contract with the City of Amsterdam, or if you have only a temporary one. 
  • If you already have a permanent employment contract with the City of Amsterdam, you will retain it and be transferred. 
  • Opportunities for professional development and training. Our in-house training center, the Amsterdam School, offers a variety of training programs, professional development tracks, and on-the-job coaching to help you continue to challenge yourself.
  • An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
  • A pension plan through ABP, the pension fund for the public sector and education. We pay 70% of your pension contribution.
  • A travel allowance of €0.10 per kilometer for travel by car, €0.15 per kilometer for travel by bicycle, and €0.21 per kilometer for travel by public transportation. This applies to a one-way commute of up to 45 kilometers and for the number of days you work in the office.
  • For days you work from home, you will receive a work-from-home allowance of €3.25 net per workday that you work from home.
  • A monthly contribution toward health insurance.
