As a program manager, you have a solid and modern vision of the role of the government and public organizations in a world where social, economic, and cultural processes—both nationally and locally—are constantly changing at an ever-increasing pace. You implement strategic and cross-cutting policy initiatives and determine the competencies, talents, and resources needed to achieve your goals. In striking a balance between administrative ambitions and the deployment of human and material resources, you provide a counterbalance to portfolio holders through professional, substantive challenge and guard against an excess of program interventions and new programs or assignments.
You will provide functional leadership to multidisciplinary teams of employees. You will play a key role in improving our program management. Together with your team, you will define the program’s goals and outcomes and manage the team to achieve them. In addition, you play a key role in building professional teams within your program. The development of employee talent is primarily the responsibility of the department head, who provides overall leadership to employees and the department. In your role, you contribute to employee development through your subject matter expertise.
Within the scope of your authority and responsibilities, you will be responsible for monitoring and reporting on the program, as well as for the program’s contribution to the budget cycle, budget management, and progress reports. With regard to the multi-year budget, you will be responsible for evaluating the program and, equally important, for providing advice on future programs.
We are currently seeking a program manager for several city programs. These include initiatives focused on energy transition and circularity, radical greening, and support for specific target groups. Below is a brief description for Arnhem East.
The Arnhem-East Program
Initially, you will be working on the Arnhem-Oost program. In recent years, we have begun implementing the Arnhem-Oost approach in the neighborhoods of Geitenkamp, Klarendal, Presikhaaf, Arnhemse Broek, and Malburgen. This was necessary because many neighborhoods in Arnhem-Oost deserved a more targeted and cohesive approach than they had previously received. We are fully committed to this and are making a long-term commitment to the Arnhem-Oost approach, which can only succeed with sustained attention and dedication.
This long-term commitment must be recognized and promoted by the municipality, the province, and the national government. We work closely with a range of community organizations active in the city, such as educational institutions, the police, healthcare providers, etc. This collaboration is organized through the Kring Arnhem-Oost, which will have an independent project office. As a program manager, you will work closely with them. You will serve as the liaison between the municipalities and the collaborating partners and coordinate the municipal contribution to the Kring’s work.
In the coming years, we will be working on developing and implementing concrete plans. This will allow room for experimentation, social innovation, and groundbreaking approaches. We will apply the lessons we learn from the approach in Arnhem-Oost,

You have several years of experience as a program manager, preferably in an urban setting. You are socially aware, which means you stay informed about relevant social and professional developments. You know how to leverage this knowledge to achieve our goals. In addition, you are politically astute and know how to navigate the political landscape effectively. You recognize the complex interests that stakeholders face. You know how to anticipate these and can therefore accurately assess the political feasibility of proposals. This also requires strong networking skills. You know how to build a network quickly, both within and outside the organization. This enables you to build support for implementing and/or adjusting the program.
