A city square in Arnhem featuring a fountain, rainbow flags, and a historic church with two towers in the background.

As a Program Manager at the City of Arnhem, you’ll be the driving force behind various projects and initiatives aimed at achieving our goals and ambitions. These projects are part of multiple programs. Are you a natural connector who enjoys managing multiple complex programs so that we can realize our ambitions for the city? Then read on!

What will you be doing?

As a program manager, you have a solid and modern vision of the role of the government and public organizations in a world where social, economic, and cultural processes—both nationally and locally—are constantly changing at an ever-increasing pace. You implement strategic and cross-cutting policy initiatives and determine the competencies, talents, and resources needed to achieve your goals. In striking a balance between administrative ambitions and the deployment of human and material resources, you provide a counterbalance to portfolio holders through professional, substantive challenge and guard against an excess of program interventions and new programs or assignments.

You will provide functional leadership to multidisciplinary teams of employees. You will play a key role in improving our program management. Together with your team, you will define the program’s goals and outcomes and manage the team to achieve them. In addition, you play a key role in building professional teams within your program. The development of employee talent is primarily the responsibility of the department head, who provides overall leadership to employees and the department. In your role, you contribute to employee development through your subject matter expertise.

Within the scope of your authority and responsibilities, you will be responsible for monitoring and reporting on the program, as well as for the program’s contribution to the budget cycle, budget management, and progress reports. With regard to the multi-year budget, you will be responsible for evaluating the program and, equally important, for providing advice on future programs.

We are currently seeking a program manager for several city programs. These include initiatives focused on energy transition and circularity, radical greening, and support for specific target groups. Below is a brief description for Arnhem East.

The Arnhem-East Program

Initially, you will be working on the Arnhem-Oost program. In recent years, we have begun implementing the Arnhem-Oost approach in the neighborhoods of Geitenkamp, Klarendal, Presikhaaf, Arnhemse Broek, and Malburgen. This was necessary because many neighborhoods in Arnhem-Oost deserved a more targeted and cohesive approach than they had previously received. We are fully committed to this and are making a long-term commitment to the Arnhem-Oost approach, which can only succeed with sustained attention and dedication.

This long-term commitment must be recognized and promoted by the municipality, the province, and the national government. We work closely with a range of community organizations active in the city, such as educational institutions, the police, healthcare providers, etc. This collaboration is organized through the Kring Arnhem-Oost, which will have an independent project office. As a program manager, you will work closely with them. You will serve as the liaison between the municipalities and the collaborating partners and coordinate the municipal contribution to the Kring’s work.

In the coming years, we will be working on developing and implementing concrete plans. This will allow room for experimentation, social innovation, and groundbreaking approaches. We will apply the lessons we learn from the approach in Arnhem-Oost,

where possible, apply these principles throughout the rest of the city.Participation, equal opportunity, health, public space, housing, the local economy, and safetyare key pillars of the Arnhem-Oost program.

Who are we?

A driven and ambitious city council, cluster manager, fellow program managers, and department heads. We are committed to working together with the city to build a future-proof Arnhem. While taking responsibility for your own program, you also actively seek collaboration with your fellow program managers, department heads, and the organization—so that you can also take responsibility for the results of the other programs.

What do we offer you?

Based on a 36-hour workweek, the City of Arnhem offers the following:

  • A competitive gross monthly salary in pay grade 14, ranging from a minimum of €5,274 to a maximum of €7,977 in pay grade 15. Salary placement is based on seniority in relation to this position;
  • A 12-month employment contract with the intention of establishing a long-term working relationship;
  • 144 statutory vacation hours for each calendar year of full-time employment;
  • 17.05% flexible spending allowance in addition to your salary;
  • An individual career budget of €500 per year;
  • Opportunities for personal development and career advancement through our comprehensive training programs;
  • A laptop and a phone;
  • In Arnhem, we have a hybrid work arrangement: you have the freedom to alternate between working from home and working in the office.

We have listed our entirebenefits packagefor you.

Who are we looking for?

You have several years of experience as a program manager, preferably in an urban setting. You are socially aware, which means you stay informed about relevant social and professional developments. You know how to leverage this knowledge to achieve our goals. In addition, you are politically astute and know how to navigate the political landscape effectively. You recognize the complex interests that stakeholders face. You know how to anticipate these and can therefore accurately assess the political feasibility of proposals. This also requires strong networking skills. You know how to build a network quickly, both within and outside the organization. This enables you to build support for implementing and/or adjusting the program.

You excel at leading multidisciplinary teams. You know how to guide employees in a results-oriented manner to achieve all objectives. In doing so, you foster an environment where everyone’s ideas are encouraged and every team member is heard. Achieving goals and developing talent are central to your role. You work closely with department heads in this capacity.

You should also bring:

  • University-level work and thinking skills;
  • Demonstrable relevant work experience in addressing complex (urban) environmental issues;
  • Experience in managing projects, processes, and programs, and in setting and achieving goals within a government organization;
  • A perspective on the effective use of program management.
  • You have strong communication skills; you know how to speak the language of everyone at the table and can translate abstract information into concrete examples that resonate with everyone.

Where will you be working?

With over 164,000 residents, Arnhem is the 12th-largest municipality in the country. The city’s diversity is what makes it who it is. Arnhem is a municipality where urban dynamism, a natural living environment, and economic strength reinforce one another. We have a rich history and are the capital of the province of Gelderland.
