The City of Arnhem is responsible for providing various services to our residents, including the administration of benefits. We carry out these services in a socially responsible manner. This means that, within the limits of the law, we operate on the basis of trust and take a personalized approach to the needs of every resident. As an area team manager, you will directly lead an area team. You will support them in their professional growth and development. Do you want to work with your team of professionals to further advance the community initiatives in our city? Then this is your opportunity!
The Work & Income (W&I) cluster is organized into three regional units and six teams: Malburgen, Southwest, Spijkerkwartier Arnhemse Broek Center, Presikhaaf, Northeast-VKR, and Northwest. As a regional team manager, you will provide direct leadership and guidance for the Malburgen regional team’s operations. These teams include coordinators, consultants, and staff working in the social sector. In addition, you are also responsible for the Self-Employed Office team. The office provides support and guidance to self-employed entrepreneurs in Arnhem. They offer various services to help residents start, grow, and successfully run their businesses in accordance with the Participation Act. The area teams work in the neighborhood together with the Social Neighborhood Teams, the Living Environment Teams, and other network and chain partners such as Scalabor, the Center for Activating Work, and the Employer Service Point.
As a regional team manager, you work closely with your fellow regional team managers to guide the execution of the work and are responsible for the results of your regional team’s integrated process. You foster collaboration within the team and encourage cooperation with other regional teams and external partners. You encourage, coach, and facilitate employee development to optimize service delivery. You do this by establishing frameworks (clarity regarding the direction and vision), providing autonomy and responsibility, fostering collaboration, and creating a culture where results, attitude, behavior, and the quality of work can be openly discussed. Finally, you play a crucial role in identifying developments and results within your regional team. You advise the department head in preparing for policy and management decisions and act proactively to ensure alignment between daily operations and the development of policies and programs.
We are a team of approximately 250 professionals in the Work & Income cluster. We work in six local teams that are closely connected to the community. By taking a community-focused approach, we get to know the people of Arnhem, and they get to know us. Our mission is to support Arnhem residents who are currently out of the workforce, guiding them toward paid employment, entrepreneurship, and active participation in society. We don’t separate work and income; instead, we take an integrated approach focused on the following questions: how do we guide someone toward work, what can a person do on their own, what does a person need, what do we offer, what do our partners offer, and how can we best collaborate to achieve this. We know what works and do what is necessary.

This means you actively seek connections at all levels within and outside the organization. You also encourage the appreciation and exchange of different perspectives and ideas that your employees have. You foster a sense of personal responsibility and ownership, both as individuals and as a team. You are comfortable with a combination of task-oriented and people-oriented management. Environmental and organizational sensitivity are important: you have a broad overview, a keen sense of political and administrative dynamics, and translate policy developments within the social sector to the team and the neighborhood.
