CJG Rijnmond Foundation
The Rijnmond Center for Youth and Family (CJG) provides preventive youth health care and parenting support. The 1.2 million residents of the twelve municipalities in the Rijnmond region can turn to the CJG with any questions about health, parenting, growing up, and care. If necessary, the CJG offers advice and support to parents and children (from 9 months to 18 years old). The CJG also implements the National Immunization Program. The approximately 700 professionals work daily at health clinics, schools, and in neighborhoods, among other places.
Together with parents and caregivers, the organization is committed to helping children grow up healthy and safe. The essence of its work is to be there for every child at the right time. The CJG achieves this by organizing its services close to where families live and by adapting to changes in our environment. Parents and young people are acting more and more autonomously and assertively. This calls for a more contemporary (digital) approach and greater participation. The CJG aims to better align with the needs and perspectives of parents, caregivers, and young people and empower them to make better use of their existing social networks. Because by identifying issues early and better equipping families to solve (simple) problems on their own—where possible with the help of the informal care network or their own network—we can prevent larger problems for children and young people in the future.
The field in which CJG Rijnmond operates is undergoing significant change and faces major challenges. Municipalities determine their own youth policies and have an increasing need for insight into the social impact of preventive interventions, so that appropriate policies can be developed. Together with them, CJG Rijnmond works on prevention, demedicalization, and normalization in healthcare. This requires flexibility and a tailored approach.
The Supervisory Board
The Supervisory Board is the body that oversees—and acts as the employer of—the foundation’s Executive Board in a socially responsible manner. It reviews the Board’s decision-making and provides both solicited and unsolicited advice. It serves as a sounding board for the directors and approves the Board’s decisions, including those regarding the strategic direction. In doing so, it follows the code of good governance and the guidelines of the NVTZ. For the board members, the challenge lies in striking a balance between distance and proximity; between oversight and serving as a sounding board; between personal involvement and administrative detachment; and between taking a firm stance and remaining accessible. The full board meets on average five to seven times a year. The Supervisory Board holds regular meetings with the Works Council twice a year.
The areas the board oversees include:
- development, implementation, and evaluation of the strategy;
- quality and safety;
- the organization and its performance;
- the work environment and the quality of representative consultation;
- the functioning of the board;
- significant external developments;
- the relationship with key stakeholders and the organization’s external reputation;
- the duties and governance requirements set forth in the bylaws.
The Supervisory Board: Composition
The Supervisory Board consists of the chairperson and three to a maximum of four members and is composed in accordance with the following principles:
- The members of the Board complement each other in terms of knowledge, experience, and networks;
- there is sufficient alignment with social developments in general and with the foundation’s mission in particular;
- The foundation’s key stakeholders see themselves reflected in the composition of the Board;
- The advisory and sounding-board functions for the Board of Directors are adequately provided for;
- A balanced team has been assembled in terms of the following team roles: advisor, sounding board, evaluator, and monitor;
- If desired, the Supervisory Board may agree on a division of areas of responsibility among its members. As a rule, this division will be determined by the background, experience, and expertise of the Board members. Any such division does not affect the responsibility of all members for comprehensive supervision.
General Profile of Supervisory Board Members
- The qualities and characteristics expected of all members of the Supervisory Board are:
- academic level of work and thinking;
- alignment with the foundation’s mission, vision, and strategy, as outlined in the strategic plan;
- a broad interest in social issues and an understanding of social and political dynamics;
- administrative and/or supervisory skills and experience, preferably in civil society organizations, (youth) social services, or education;
- has a broad and relevant (in the field of education) network and is willing to use it for the benefit of the foundation;
- have a thorough understanding of the responsibilities and roles of the Supervisory Board and the Board of Directors, and be familiar with the principles of good governance and the Healthcare Governance Code;
- an understanding of the requirements that quality, efficiency, and continuity place on an organization such as CJG Rijnmond;
- the ability and mindset to support the manager in a constructive and critical manner by offering advice and serving as a sounding board;
- be able to inspire and challenge the manager to deliver optimal performance;
- sufficient availability and willingness to attend the meetings of the Supervisory Board;
- a sense of responsibility and an independent stance, that is, without any business interest and free from pressure or interference;
- honest and straightforward attitude;
- a willingness to continue to stay informed about developments relevant to the foundation;
- help shape modern oversight.
Specific duties and qualifications of the Chair of the Supervisory Board:
- Serving, on behalf of the Supervisory Board, as the primary point of contact for the members of the Foundation’s Executive Board;
- Responsible for ensuring the proper functioning of the Supervisory Board;
- Responsible for ensuring a balanced and diverse composition of the Supervisory Board;
- Is a team builder and bridge builder, capable of fostering dialogue and reflection within the council;
- Ensuring the preparation of and coordination regarding meetings with the Board of Directors;
- Attendance at events, meetings, or gatherings of significance to the Board of Directors and the Foundation, such as (on an as-needed basis) meetings of the Public Interest Council,employee participation bodies, or staff meetings;
- Possesses the qualities, stature, and presence necessary to fulfill an external role on behalf of the foundation, if necessary or desired.
- Based on administrative knowledge and experience, possesses sufficient authority and influence to, when the interests of the organization so require, address members of the Executive Board and the Supervisory Board regarding their conduct and actions, and to intervene when necessary,
- Extensive experience as a chairperson, director, and supervisor.
We are seeking a chairperson for the Supervisory Board who has extensive experience in a socially engaged organization (preferably in healthcare, education, or youth services) operating in a politically dynamic field (position available as of January 1, 2026).
