The driving force behind the Exodus Netherlands Foundation is to offer people a sense of hope, with courage, community, perseverance, and mutual support playing a key role. These are universal values that form an important foundation for our approach and thus contribute to the objectives of Exodus Netherlands.
Exodus Netherlands achieves its goals by:
- Supporting and guiding (reintegrating) individuals who have had or are at risk of having run-ins with the law and who lack the prospects for a dignified life, in such a way that they learn to find their own path toward a meaningful existence;
- Building and maintaining a strong network;
- Collaborating with relevant social institutions whenever possible;
- Providing information and sharing knowledge about the foundation's work.
The Administrative Organization
The Exodus Netherlands Foundation has a single-member Board of Directors, supported by and working in collaboration with a management team consisting of two Care Managers and an Operations Manager. The Board is responsible for the Exodus Netherlands Foundation and, consequently, for the vision, strategy, policy, and the (financial) frameworks within which the Foundation operates. It promotes the Exodus culture, standards, and values and is acutely aware of its role as a model. The Board of Directors is also responsible for the following areas of focus:
- Governance;
- Audit & Control;
- HRM;
- ICT and digital process optimization;
- Marketing & Communications;
- Vision for care and methodology;
- Professionalization and standardization of healthcare;
- Quality assurance;
- Networking & relationship management;
- Volunteer Policy;
- Contact/consultation with the works council.
For this reason, the Board of Directors is expected to possess sufficient to extensive knowledge, expertise, and experience in all of the aforementioned areas of focus and organizational units.
The Role of the Board of Directors
The Board of Directors will serve as the figurehead of Exodus and the public face of the organization, both internally and externally. You will share the values (perspective, courage, collaboration, and perseverance) of Exodus Netherlands and embody them—both internally and externally.
You are the organization’s most important ambassador and, as such, help shape the reputation and image of the organization and the participants of Exodus Netherlands.
In this role, you will be responsible for safeguarding and further strengthening both the Foundation’s strong reputation and its solid market position. You will articulate the mission, vision, and core values that define the identity of the Exodus Netherlands Foundation with clarity, genuine commitment, and enthusiasm. The new chair will have the important task of uniting the regions into a single Exodus Netherlands.
Duties and Responsibilities of the Board of Directors
The director is also a social entrepreneur who:
- The Executive Committee is responsible for the organization and the forward-looking implementation of the strategic policy plan, taking into account developments in society and within the field.
- Consults with the Board of Trustees on strategic issues, serves as the primary point of contact for the Board of Trustees on cross-functional matters, and has the authority to make decisions to resolve urgent issues within the organization.
- Has final responsibility for entering into commitments on behalf of the foundation and signs (or authorizes the signing of) contracts for projects, personnel, facilities, and equipment.
- Has a clear vision of Exodus Netherlands’ position in the field and is able to translate this into a strong strategy aimed at realizing this vision.
- Identifies promising developments within and outside the sector and society, and uses this information as a basis for strategic decision-making regarding how to translate these into new services and concepts.
- The Exodus Netherlands Foundation represents the organization in relevant external networks, advocates for its interests at the strategic level, builds connections with social partners and stakeholders, initiates collaborations with new parties, and helps shape the development of strategic marketing and communications management.
- Is responsible for maintaining and expanding financial and other contracts with the Department of Justice, health insurers, provinces, and municipalities, and helps oversee large-scale procurement processes.
- The director is ultimately responsible for ensuring sound financial management and maintaining a strong financial position. The director also prepares the long-term and annual budgets as well as the financial statements, monitors the planning and control cycle, and ensures that allocated budgets are spent appropriately.
- Is responsible for the financing agreements and the timely submission of external reports.
- Ensures the provision of high-quality care, guides the professionalization and standardization of care delivery, and promotes the ongoing development of forensic care.
- Ensures that work is planned and carried out systematically and that (automated) processes are effective. The manager fosters a professional work culture characterized by consistency in working methods across all levels of the organization, based on clear guidelines and procedures.
- Leads managers in an inspiring and engaging manner and fosters collaboration among them; in doing so, the director sets an example. In consultation with the managers, the director establishes a clear and effective division of tasks and responsibilities.
- Initiates and fosters cohesion and collaboration among all teams, as well as a professional culture of open communication.
- Develop a diverse and inclusive HR policy that is open to everyone, regardless of origin, religion, age, political beliefs, disability, gender, sex, or sexual orientation.
- Puts modern employment practices into action, with a focus on retention, development opportunities, and recruitment.
- Has the authority to make decisions regarding the structure of the organization and the hiring, suspension, and dismissal of staff.
- Responsibility for the volunteer policy and its implementation lies with the Care Managers.
- Maintains contact with and consults the works council.
- Maintains contact with and consults the client council.
Desired profile
Exodus is seeking a passionate leader with natural authority who is attuned to the specific needs of people in vulnerable situations. Above all, the new leader is steadfast and a unifying force, and is able to enthusiastically engage others in the vision, its implementation, and its integration into the organization.

- Extensive experience as a manager or executive in a complex organization, preferably in the healthcare, social services, or justice sector;
- Proven experience in successfully raising the profile of organizations;
- Proven experience in change management and professional development;
- Proven track record in securing financial contracts with the Department of Justice, health insurers, provinces, and municipalities;
- Understanding government subsidies and procurement processes;
- An understanding of political and administrative dynamics;
- Strong networking skills and the ability to build and maintain excellent relationships with stakeholders and civil society organizations;
- Financial expertise and business acumen (business operations);
- Knowledge of relevant developments and trends in the field;
