
The Netherlands faces a structural economic challenge. Due to an aging population, a tight labor market, and social and technological developments, future prosperity will increasingly depend on productivity growth. Against this backdrop, the government has decided to establish the Productivity Council (PR).
The Productivity Council is an independent advisory body established under the Framework Act on Advisory Bodies. The Productivity Council advises the government on specific policy options to boost productivity growth in the Netherlands, in both the private and public sectors. The Productivity Council operates independently within an administrative and political context.
The Productivity Council consists of a chairperson and four members. The chairperson ensures the quality, coherence, and independence of the Council’s recommendations and serves as the Council’s public face. All members possess demonstrable expertise in the subject matter, independent judgment, and the ability to translate complex scientific insights into policy-relevant recommendations. The expected time commitment averages 0.1 FTE per member. Appointments are made by Royal Decree. The positions are subject to legal provisions regarding independence and conflicts of interest. In accordance with the Act on Remuneration of Advisory Bodies and Committees, members are classified in pay grade 18 (Central Government Collective Labor Agreement).
