The GPO is a statutory commission that resolves disputes between parents, students, and school boards regarding appropriate education. Each year, the commission reviews approximately 180 cases, with a focus on both thoroughness and efficiency.
The LBT provides advice on appeals against decisions made by school consortia regarding the declaration of admissibility (tlv). These are decisions made under the General Administrative Law Act (Awb) against which parents and school boards may file an appeal. The committee handles approximately 60 to 70 appeals each year.

For both committees, the vice-chair is nominated following a selection process. For the Special Education Disputes Committee, the advocacy groups Balans, Iederin, Ouders&Onderwijs, PO-Raad, and VO-raad play a leading role in this process.
