2022 is an important year for the Safety Department. It will be a year of significant change.
Following the March elections, a new city council and a new executive board have been formed. In addition, former Minister of Finance Jeroen Dijsselbloem will become the new mayor of Eindhoven. Given his responsibilities, this is an important role for you and the Safety Department. There will also be a new security policy framework and a new regional security plan. Finally, the structure of the Security Department will also change. At the time of this job posting, there is still an opportunity to help shape the structure of the department and the distribution of responsibilities. What is already clear is that the new department heads will play a key role in the further development of the Security sector.


What will you bring to Eindhoven?
You will add value to the security sector through your leadership style, which involves engaging people in broader developments, fostering a sense of calm and trust, organizing internal and external collaboration, and authentically championing the continued development of your team and the sector.

The Security Department will soon consist of three department heads, each with their own span of control and portfolio of security issues. As a department head, you will be primarily responsible for implementing the city’s (and the region’s) initiatives and the decisions made by the City Council and the Executive Board. This requires political and administrative sensitivity and an ability to prioritize issues effectively.

As a manager, you foster connection, team building, collaboration, and innovation by giving your employees personal attention. By motivating and supporting them, you challenge your employees to further discover and develop themselves. The result is a professional department with employees who are utilized to their full potential.

As a department head, you have ultimate responsibility for the quality of your department’s work and staff. This means we also expect you to have an affinity for the operational aspects of your department. You will coordinate with your fellow department heads to ensure consistency across the various portfolios and foster synergy between departments.

  • You get a sense of fulfillment from supporting and motivating your employees so they can bring out the best in themselves and their professional skills;
  • You give employees the freedom to take ownership of their work; when necessary, you step in and make decisions;
  • You have a knack for fostering well-organized collaboration with other disciplines both within and outside the department and industry;
  • Together with your fellow department heads and staff members, you will evaluate the impact of the comprehensive safety policy and make recommendations for improvement.
  • Together, you will ensure that new projects and initiatives are introduced and implemented within the sector;
  • You serve as a point of contact for both the board and management;
  • You represent and position the organization within internal and external (governmental) networks, navigating them with ease and effectiveness. You participate in the tripartite meetings between the police, the judiciary, and the mayor;
  • Our city never sleeps. That means we ask you to be flexible and, when necessary, to work outside regular office hours. You will therefore be part of the on-call roster.


Who will you be working with?
In this role, you will collaborate with the municipal administration, the sector head, your fellow department heads, and the staff, and you will also serve as their sounding board. The entire Safety Department consists of approximately 65 full-time equivalents.

How do you make it happen?

  • You bring extensive knowledge of topics such as public order and safety, intelligence, area- and neighborhood-based approaches, and partnerships. Familiarity with other fields and/or partners in the chain is, of course, a plus;
  • You have a well-developed understanding of political and administrative issues;
  • You know how to stay calm and keep a clear head during hectic times, and you convey that sense of balance to your employees;
  • You have experience leading teams through facilitation and coaching in collaborative settings;


As an experienced manager, you bring the following:

  • experience and knowledge of financial and human resources management tools;
  • experience with acting as a client and a contractor;
  • experience with project-based and process-oriented work and
  • University-level work and thinking.

  • A one-year contract. If both parties are satisfied, it will be converted into a permanent contract;
  • 23 vacation days per year (if you work full-time). In addition, you can accrue compensatory time off, allowing you to take a total of about 10 weeks of leave per year. If you work part-time, this is adjusted proportionally;
  • A discretionary allowance equal to 17.05% of your gross salary (Individual Choice Budget: IKB). This includes, among other things, your vacation pay, year-end bonus, and life-course savings contribution;
  • A reimbursement if you travel by public transportation. Or a reimbursement if you travel “green.” So if you walk, bike, or ride an e-bike;
  • Opportunities for personal development through courses and training;
  • A workspace in downtown Eindhoven. You can also work from home;
  • A salary based on your experience, up to pay grade 13.
