The position
As Team Manager of the Safety Net, Care & Nuisance Team, you will support the professionals who ensure that vulnerable people receive the help they need.
We take a community-focused approach and address reports of housing and care-related disturbances. Together with the police, housing authorities, reporting centers, and care partners, we assess concerning and/or disruptive situations and seek appropriate solutions for the individual, the issue, and the community. The team is available 24/7 and also handles reports under the Compulsory Mental Health Care Act (Wvggz). Part of the team specializes in complex housing situations, such as severe hoarding or compulsive collecting.
The field of work is becoming increasingly complex, and the team is growing: it now consists of 52 people (45 FTE). Day-to-day management is shared between two team managers, with your focus on internal management, quality, and operations. Your colleague focuses primarily on external collaboration and strategic positioning. The division of tasks between you will be determined through mutual consultation and may adapt in practice to the needs of the team and the assignment. Together, you will share responsibility for the results, the team’s performance, and the further development of Zorg & Overlast. You will actively contribute to shaping the direction and strategy, take responsibility for internal processes and initiatives, and function as a full partner to your fellow manager. In this way, you will ensure that Zorg & Overlast remains strong and visible, both internally and in the field.

Community Mental Health Services (MGGZ), a division of the GGD, provides social and medical care to people with mental health issues who neglect themselves and sometimes cause disturbances. We identify vulnerable individuals, refer them to the appropriate care or support, and serve as a safety net for those who do not fit into the standard healthcare system.
As a team manager, you are part of the MGGZ Management Team, led by the department head, and you work closely with your fellow team leaders. In addition to the Care & Nuisance team, our department also consists of:
- Homelessness & Access:Investigates access to social services, advises professionals, and coordinates appropriate care and support for vulnerable client groups.
- Migration & Security: Conducts screenings and provides support for clients’ care pathways within programs such as the Top 600, Top 400, the Amsterdam Approach to Radicalization, and the Status Holders program.
- Integrated Services(Substance Abuse Treatment): Provides medical care and support to homeless clients with complex substance abuse and mental health issues at locations in Amsterdam City Center, Southeast, and West.
- Dr. Valckenier:A general practice for people with substance use disorders and those who are homeless.
What you bring
For this position as Team Manager of the Safety Net Team for Care & Nuisance, you must have:
- At least a completed associate's degree.
- At least 5 years of experience managing, supervising, or coaching independent healthcare professionals, preferably in mental health care or the social services sector. This should be clearly evident in your resume or cover letter.
- Experience in networking and collaborating with external partners, as well as actively gathering and utilizing information from relevant consultation forums, such as crisis meetings.
- Experience in establishing, structuring, and improving processes and procedures within a team or project. In your letter, please provide a specific example of a situation in which you did this.
- Practical experience: In your letter, describe what personal or life experiences help you support professionals who work with vulnerable people, and how this influences your approach as a team manager.
You should have the following skills:
- People-oriented leadership:You guide and support professionals in their daily work, encourage their development, and foster a positive and safe work environment. At the same time, you provide clear guidelines and set priorities so that the team can work effectively and focus on results.
- Decisive: Youmake timely and well-considered decisions, even in complex or urgent situations, and translate these into concrete actions and improvements in processes, quality, and operations. You communicate your decisions clearly and ensure that the team knows what is expected of them.
- Collaborative:You work closely with your fellow manager, team members, and internal and external partners. You know how to build connections, achieve shared goals, and translate societal and substantive developments into clear agreements, work processes, and actions for the team.
- Environmentally Aware: You keep abreast of developments in the field and the administrative context, and translate these into policy, improvement projects, and clear management reports. You have a clear vision of how the Care & Nuisance department can continue to develop, and you articulate this clearly so that the team knows what needs to be done and can act accordingly.
What we offer you
As a team manager for Vangnet’s Care & Nuisance team, you will join us for a minimum of 24 and a maximum of 36 hours per week, and you can count on the following terms of employment.
- A gross monthly salary ranging from €5,268 to €7,128 (pay grade 12) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.
- A one-year employment contract, with the possibility of a permanent contract thereafter, if you do not currently have an employment contract with the City of Amsterdam, or if you have only a temporary one.
- If you already have a permanent employment contract with the City of Amsterdam, you will retain it and be transferred.
- Opportunities for professional development and training. Our in-house training center, the Amsterdam School, offers a variety of training programs, professional development tracks, and on-the-job coaching to help you continue to challenge yourself.
- An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
- A pension plan through ABP, the pension fund for the public sector and education. We pay 70% of your pension contribution.
- A travel allowance of €0.10 per kilometer for travel by car, €0.15 per kilometer for travel by bicycle, and €0.21 per kilometer for travel by public transportation. This applies to a one-way commute of up to 45 kilometers and for the number of days you work in the office.
- For days you work from home, you will receive a work-from-home allowance of €3.25 net per workday that you work from home.
- A monthly contribution toward health insurance.
- A cell phone and/or laptop.
