The position

As Team Manager for Procurement and Financial Policy, you will lead a team that is rapidly evolving. The team has independent responsibility for effectively establishing the procurement and contract management policy cycle. This includes providing operational frameworks and tools for implementing this policy. In the short term, a merger with financial implementation policy is planned. This means that the team will also be responsible for developing financial rules and financial-administrative frameworks that contribute to maintaining sound financial administration citywide.

Results-oriented management, maintaining an overview, identifying connections, and driving integration are essential for successfully fulfilling this role. You focus on the quality of the results the team delivers and ensure they align well with city-wide policy goals and service delivery. You identify dependencies—not only in terms of content but also in terms of process and relationships—and manage them effectively. You lead a team of professionals, serve as a sounding board for them, and encourage each team member to bring out the best in themselves and the team. You have an eye for performance, with a leadership style focused on continuous learning and improvement. You therefore combine results-oriented management with a coaching, people-oriented style. As a team manager, you have an affinity for the subject matter of the field, step in where necessary, but leave the content to the team members. Together with the team, you form a unit, stand up for the team, and position the team where needed. Here's what you do on an average day

As a team manager, you will lead a team of professionals responsible for carrying out the following core tasks and areas of focus:

  • Preparing, developing, implementing, monitoring, and evaluating procurement and contract management policies and financial implementation policies.
  • Overseeing the operation of the procurement system (compliance) and, in this capacity, acting as the client for the improvement of performance metrics and management reports.
  • A central point of contact and strategic advisor for clients and procurement teams regarding Socially Responsible Contracting and Procurement, including the provision of specific CSR requirements and criteria.
  • Establishing and implementing knowledge management and capacity management.
  • Develop frameworks and guidelines for procurement data quality, data recording, and procurement processes and systems. Oversee the city’s procurement calendar.
  • Developing a vision and proposals for the digitization of procurement and contract management.

You will initially serve as the manager of the procurement and contract management policy team, which consists of approximately 20 full-time equivalents. The department within which this team is currently positioned sets the framework for the Procurement Organization. The team will expand in mid-2024 to include financial implementation policy. It will become part of a new department that will house Financial and Procurement Policy and strategic advisory services, ensuring that policy and implementation develop in tandem and that directors are supported with integrated strategic services. The goal of the new combined team is to guide the organization toward lawful and effective procurement through procurement and contract management policies, ensuring that Amsterdam maximizes the value of its contracts and, in that sense, spends every euro wisely. The team also contributes to maintaining order in municipal finances through financial implementation policies and financial-administrative application rules for the organization. The team oversees the entire policy cycle from preparation through evaluation and reorientation (continuing, discontinuing, or adjusting policy). In addition, the team develops tools and frameworks for policy implementation, thereby playing a central role in improving the functioning of the municipal procurement system and financial-administrative chain processes. The team addresses questions such as “how should the structure of the procurement system be improved so that we procure more effectively?” and “what interventions are needed to ensure that management information is complete, up-to-date, and available to contract owners at an early stage so that this contributes to efficiency?” For issues related to Socially Responsible Contracting and Procurement (MVOI), the team serves as the central point of contact within the organization and provides advice. In addition, it supports the organization in further digitizing procurement and contract management processes, implementing data-driven work practices, and developing knowledge and capacity management in the field of procurement.

You will work closely with the CPO Office, a small organizational unit that focuses on multidimensional, cross-organizational procurement challenges and strategy development. In this capacity, you will help set the agenda for procurement policy development and may be tasked with reorienting, adjusting, or evaluating procurement policies in response to developments in the (policy) environment.

For this position as Team Manager of Procurement and Financial Policy, you must have:

  • Experience in a managerial role.
  • Experience in a coaching role.
  • Knowledge of the field (procurement and contract management, and financial policy). Where knowledge and experience are lacking, you are willing to delve into the subject matter and familiarize yourself with the context of the field.

What we offer you

As the Team Manager for Procurement and Financial Policy, you will join our team for 36 hours per week and can expect the following terms of employment.

  • A gross monthly salary ranging from €5,561 to €7,325 (pay grade 13) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.
  • A one-year employment contract, with the possibility of a permanent contract thereafter, if you do not currently have an employment contract with the City of Amsterdam, or if you have only a temporary one.
  • If you already have a permanent employment contract with the City of Amsterdam, you will retain it and be transferred.
