The position

As Team Manager of Functional Management, you and your fellow Management Team members play a crucial role in ensuring the continuity and development of the department and its approximately 330 employees. This requires strong leadership from you—active, inspiring, and coaching—to successfully guide teams through change at varying paces. With the transition to agile working within the DII (Digitization, Innovation, and Information) cluster and across the city, the department is further developing its professional practices in line with urban methodologies and competencies. We want employees to experience a sense of craftsmanship, pride, collaboration, and responsibility, so that they can deliver (even) greater value to the city’s challenges.

  • As a change manager: You coach and guide employees in developing their professional skills and competencies. You know who possesses what knowledge and expertise, and where colleagues can best thrive and add the most value. 
  • As a member of the Management Team, you will help set the course for the implementation of policies in the area of Functional Management, including the further development of our “Way of Working” approach, staff development, and Task-Oriented and Agile Working (OWW). 
  • You will contribute to the achievement of objectives within the IT domain by coordinating with other organizational units and ensuring the quality of functional management

The Digital Services Department
is part of the Digitization, Innovation, and Information (DII) cluster and is responsible for developing and managing high-quality, reliable digital services (both application and infrastructure-related). Among other things, it is responsible for the transition to cloud-based services and the development and management of the cloud platform. Another key task of the Digital Services Department is to oversee external partners that provide IT services to the City of Amsterdam and to procure new services and products on behalf of the entire IT domain. In addition to managing outsourced services, the City also develops its own software; these activities also fall under the purview of the Digital Services Department. 

The Functional Management department provides expertise in the areas of user support, analysis of change requirements, requirements management, test execution and management, change management, supply chain management, and application management. The department consists of 13 teams and approximately 330 employees.

What you bring

For this position as Functional Management Team Leader, you must have:

  • You have a college or university level of work and thinking. Business administration, computer science, ICT, or a similar field of study;
  • You have proven management experience, including leading larger teams (>30 professionals);
  • You have experience with agile working and can help organize and guide the transition to this approach;
  • You have a clear vision of leadership style and management.

You should have the following skills:

  • Vision: Has the ability to view matters in a broader context; is capable of conceptual and strategic thinking with a long-term perspective.
  • Environmental Awareness: Demonstrates a solid understanding of professional, organizational, social, and political developments, as well as other environmental factors, and knows how to effectively apply this knowledge to one’s own role or organization.
  • Focus on Development (in Collaboration): Identify and analyze employees’ strengths and areas for improvement; recognize their talents and determine their development needs; ensure that appropriate development activities are implemented.
  • Coaching: Providing guidance to employees in the performance of their duties and fostering their personal development.
  • Results-oriented approach: Setting specific goals as a starting point for one’s own behavior and sticking to them until the goal is achieved.

What we offer you

As a Functional Management Team Leader, you will join our team for a minimum of 32 and a maximum of 36 hours per week, and you can expect the following terms of employment.

  • A gross monthly salary ranging from €5,743 to €7,565 (pay grade 13) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.  
  • A one-year employment contract, with the possibility of a permanent contract thereafter, if you do not currently have an employment contract with the City of Amsterdam, or if you have only a temporary one. 
  • If you already have a permanent employment contract with the City of Amsterdam, you will retain it and be transferred. 
  • Opportunities for professional development and training. Our in-house training center, the Amsterdam School, offers a variety of training programs, professional development tracks, and on-the-job coaching to help you continue to challenge yourself.
  • An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
  • A pension plan with ABP, the pension fund for the public sector and education.
  • A travel allowance of €0.10 per kilometer for travel by car, €0.15 per kilometer for travel by bicycle, and €0.21 per kilometer for travel by public transportation. This applies to a one-way commute of up to 45 kilometers and for the number of days you work in the office.
  • For days you work from home, you will receive a work-from-home allowance of €3 net per workday that you work from home.
  • A monthly contribution toward health insurance.
