The Strategy Team within the Top Sectors and Industrial Policy (TOP) Directorate plays a central role in a number of broader themes in business and industrial policy. This is a policy area undergoing significant change, partly due to the evolving international and geopolitical landscape. The team makes a significant contribution to the renewal of this policy by providing targeted advice based on thorough analysis, knowledge, and networking. As team leader, you will guide your team (approx. 10 employees), ensure the quality of the advice provided to management, and work to expand relevant knowledge and the associated network in both the Netherlands and Europe.
The Strategy Team is also responsible for a number of coordinating tasks for the Executive Board as a whole, such as political and parliamentary coordination, and preparing meetings with the business community (including industry associations) for the ministers, the Secretary-General, the Director-General, and the Director. You will also play a role in coordinating and making decisions regarding annual priority setting and financial planning for the Executive Board. You will participate on behalf of TOP in the Ministry-wide Strategic Consultation and, in that capacity, contribute to strengthening the integrated nature of the Ministry’s overall policy.
As Strategy Team Leader, you play a central role within the TOP Executive Board. You serve as a sparring partner for the Management Team and the Executive Secretary; you initiate and facilitate strategic policy discussions, ensure these are properly scheduled on the Management Team’s agenda, and provide the necessary policy and economic rationale; you establish connections between the various topics and dossiers assigned to your team and other themes within and outside the Executive Board.
You are a strategic thinker with a solid understanding of economic policy, the Dutch business community, and the challenges facing the industry. At the same time, you are hands-on and results-oriented. You are also a motivating and supportive team leader who, together with the management team member, guides employees in their professional development.
In this role, you will collaborate extensively with colleagues both within and outside the executive board, as well as with stakeholders outside the Ministry of Economic Affairs and Climate Policy (the business community, academia, industry and umbrella organizations, other government departments, and the Social and Economic Council of the Netherlands). You will also maintain the necessary international contacts (bilateral, EU, OECD, World Bank). As a skilled networker, you are able to bring parties together, reach substantive agreements, and, when necessary, make decisions or ensure that they are made. You have a strong and fluent writing style and are accustomed to working under time pressure.
In addition to your salary, you will receive an Individual Choice Budget (ICB). The ICB consists of money (16.37% of your gross annual salary) and time. With the ICB, you can make choices that suit you and customize part of your employment benefits. For example, you can choose to have a portion of your monthly income paid out whenever you wish. You can also convert this budget into leave and vice versa, or spend it on tax-friendly purposes. The Dutch government is strongly committed to personal growth and career development and offers numerous opportunities for this. Secondary employment conditions include various study facilities, company fitness programs, full reimbursement of your public transportation costs for commuting, and partially paid parental leave.
