The position
Your work will take place within a large, politically driven organization dealing with a highly sensitive social and political issue. There is a housing crisis in Amsterdam, which means many people can no longer find suitable or affordable housing. As a result, the policy recommendations made by this team have significant political, organizational, economic, and/or social impact. Building support for these recommendations is explicitly your responsibility. In this role, you serve as a key link between the civil service and the administration.
As a team leader, you will lead a team of policy advisors and project managers (20–25 FTE). You will encourage your employees in their professional development and learning. You will conduct regular check-ins to support this and pay close attention to their well-being and energy levels. The team works on public housing initiatives such as partnership agreements with housing corporations, housing allocation, housing for the elderly, and support for vulnerable groups. You translate assignments from the management team into projects, set priorities, coach, and ensure a balanced distribution of tasks within the team. You have frequent contact with the other policy teams and with the operational teams for Emergency Housing and Housing Allocation (status holders, professional groups, and housing permits).
You are a member of the Management Team (MT). The MT is a forum for all team leaders. While the executive committee focuses on the city’s priorities, the MT’s role is to ensure that these priorities are carried out in a coordinated manner. The MT also collaboratively addresses issues such as housing, resource allocation, and organizational matters.
Here's what you do on an average day
- Coaches and guides employees in carrying out their tasks.
- Distribute administrative tasks to employees and monitor progress.
- Coordinates with team leaders and managers regarding new assignments and projects, who is responsible for what, and what the assignment specifications should be.
- Acts as the client and oversees the development of project content.
- Participates in internal and external meetings with housing associations, city districts, and other departments.

The Housing Department helps make living in Amsterdam possible. Pressure on the housing market is high, which presents many challenges. The Housing Department is a diverse unit comprising staff responsible for both implementation and policy. We work closely with both the Physical Environment and Social Affairs departments and maintain frequent contact with housing associations and city districts.
What you bring
For the position of Public Housing Policy Team Leader, you must have:
- Completion of a degree or training program in coaching or coaching leadership;
- At least 5 years of managerial experience in an environment characterized by high administrative and work-related pressure;
- At least 3 years of work experience in public housing or social issues;
- A university-level education, work experience, or intellectual ability.
You should have the following skills:
- Coaching: You provide feedback on team members’ work methods and approaches and help them reflect;
- Environmental awareness: You can assess the political landscape and are able to translate this into an effective approach;
- Development-oriented (in Collaboration): You are able to establish and build collaborative relationships and inspire others to collaborate;
- Empathy: You are empathetic and can connect with the experiences and needs of team members.
What we offer you
As a Public Housing Policy Team Leader, you will join our team for 32–36 hours per week and can expect the following terms of employment:
- A gross monthly salary of up to €6,616 (pay grade 13) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.
- A 12-month employment contract, with the possibility of a permanent contract thereafter if you do not currently have an employment contract with the City of Amsterdam, or if you have only a temporary contract.
- If you already have a permanent employment contract with the City of Amsterdam, you will retain it and be transferred.
- Opportunities for professional development and training. Our in-house training center, the Amsterdam School, offers a variety of training programs, professional development tracks, and on-the-job coaching to help you continue to challenge yourself.
- An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
- A pension plan with ABP, the pension fund for the public sector and education.
- A travel allowance of €0.10 per kilometer, up to a 45-kilometer one-way commute, for the number of days you work in the office, and/or a work-from-home allowance of €2 net per workday that you work from home.
- A monthly contribution toward health insurance.
- Hybrid work: In this role, you can work partly from home and partly in the office. We provide the necessary equipment to help you set up a safe and healthy workspace at home.
- A cell phone and a work laptop.
