As a team leader, you will manage a team of policy advisors and project managers (20–25 FTE). You will encourage your employees in their professional development and ability to learn. You will promote an integrated approach that transcends departmental and management boundaries. The recently adopted Amsterdam Approach to Public Housing serves as the guiding principle in this regard. You will hold regular meetings with employees to support this and pay attention to their well-being, job satisfaction, and vitality.

  • Leading a team of policy advisors, project managers, and project secretaries (approximately 20–25 FTEs).
  • Working to help ensure a secure and dignified life for (vulnerable) residents of Amsterdam by translating the major challenges in public housing into a realistic work plan and a project-based or programmatic approach.
  • Leading a team of dedicated professionals with extensive subject matter expertise and a passion for public housing, where you coach, reflect, build partnerships, maintain focus and cohesion, and empower team members to utilize their talents.

The position

The team works on public housing initiatives such as partnership agreements with housing associations and tenant organizations, housing allocation, housing for the elderly, and housing for vulnerable groups. You translate assignments from the management team into projects, set priorities, provide guidance, and ensure a balanced distribution of tasks within the team. You have frequent contact with the other policy teams and with the operational teams for Emergency Housing and Housing Allocation (status holders, professional groups, and housing permits).

You are a member of the Management Team (MT). The MT is a forum for all team leaders. While the executive board focuses on the city’s challenges, the MT’s task is to ensure that these challenges are addressed in an orderly manner and in coordination with one another. The MT also collaboratively addresses issues such as housing, capacity allocation, and organizational matters. In the coming period, the focus will be on the MT working together to implement the Amsterdam Approach to Public Housing.

In addition, the current interim manager is working with the team on a development plan consisting of three areas: 1) team development and professionalization, 2) reprioritization of portfolios, and 3) improvement of the quality of administrative documents. A key task for the new team manager will be to build on the course and development already set in motion and to further implement the ongoing development and change initiatives.

Here's what you do on an average day

  • Coaches and guides employees in carrying out their tasks.
  • Solicits input from employees on administrative matters, sets priorities, and monitors progress.
  • Identifies the tasks and assignments and, in consultation with others, determines and organizes the necessary resources.
  • Coordinates with team leaders and managers regarding new assignments and projects, who is responsible for what, and what the assignment specifications should be.
  • Acts as the client and oversees the process and outcomes of projects.
  • Participates in various internal and external meetings with housing associations, city districts, and other departments.

The Housing Department is a diverse team comprising both operational staff and policy officers. We work closely with both physical and social departments and maintain frequent contact with housing associations and city districts.

What you bring

For this Team Leader position, you must have:

  • Enthusiasm, boldness/creativity, vision, and responsibility
  • The ability to build consensus and flexibility in managing conflicting interests
  • Completion of a degree or training program in coaching or coaching leadership;
  • At least 5 years of managerial experience in a high-pressure administrative environment
  • At least 3 years of work experience in the social services field
  • Knowledge of or experience with housing or public housing is a plus

  • Environmental awareness: You have a clear understanding of the administrative landscape and are able to translate this into an effective approach

  • Responsibilities: You are able to assign tasks and ensure they are carried out by your team; you can identify what is needed to complete the tasks and promptly identify any issues that arise during implementation.

What we offer you

As a Team Leader, you’ll be joining our team for 36 hours a week and can expect the following employment terms.

  • A gross monthly salary ranging from €5,309 to €6,993 (pay grade 13) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.
  • Initially, this is a 12-month contract, which we would like to convert into a permanent contract.
  • Opportunities for professional development and training. Our in-house training center, the Amsterdam School, offers a variety of training programs, professional development tracks, and on-the-job coaching to help you continue to challenge yourself.
  • An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
  • A pension plan with ABP, the pension fund for the public sector and education.
  • A travel allowance of €0.10 per kilometer, up to a 45-kilometer one-way commute, for the number of days you work in the office, and/or a work-from-home allowance of €3 net per workday that you work from home.
  • A monthly contribution toward health insurance.
