As a (Senior) Policy Controller for Fisheries and Large Water Bodies in the Financial and Economic Affairs (FEZ) Directorate at the Ministry of Agriculture, Nature and Food Quality (LNV), you’ll have this opportunity. In this role, you’ll have a challenging position in a politically dynamic environment where you’ll be involved in many interesting projects, drawing on your financial expertise.
Drawing on your financial knowledge and experience, you will help address the major challenges facing the fishing industry. These include Brexit, high fuel prices, the transition to a sustainable sector, and the shrinking fishing grounds in the North Sea. You will also be committed to the Large Waters through nature projects such as the construction of the Marker Wadden. In a politically dynamic work environment, you will contribute to these interesting topics at the intersection of economics, nature, and the environment. You won’t be doing this alone, but alongside your FEZ colleagues and your colleagues from the Fisheries & Large Waters Policy Directorate.
As a (senior) policy controller in the FEZ department, you will assess whether the plans of the Fisheries & Large Waters department (part of the Directorate-General for Nature & Fisheries) remain within budget. What kind of plans are we talking about? Think of (European) subsidy schemes for innovation and new forms of fishing, and the transition of a fishing fleet that fits within the reduced fishing areas and takes into account nature, the reduction of nitrogen emissions, sustainability, and a profitable food supply.
In the field of Major Waterways, you will contribute from a financial perspective to plans for protected areas and the improvement of ecosystems in and on the water. To achieve this, you will be involved in measures that are coordinated across government agencies regarding issues such as the impact of Brexit, the construction of new offshore wind farms, or the coordination of enforcement and oversight of laws and regulations.
You will also advise on how this policy directorate’s budgets can be used efficiently and effectively to achieve the organization’s goals. When new plans are proposed, you will help identify ways to secure budgetary coverage for them. You will also provide solicited and unsolicited advice to colleagues in the policy directorate from a financial perspective. This may involve answering specific questions, as well as reviewing letters to Parliament and memos to the minister to assess their budgetary implications. In addition, you will serve as the primary point of contact for FEZ colleagues on financial issues related to Fisheries and Large Water Bodies, collaborating on the delivery of budget documents as part of the budget cycle (P&C cycle). With these responsibilities, you serve as a key liaison and actively engage within your established network within the Policy Directorate and FEZ, as well as outside the Ministry of Agriculture, Nature and Food Quality (LNV) in consultations with the State Finance Inspectorate of the Ministry of Finance and the implementing agency RVO.
The field in which you operate—facing major challenges in the areas of climate, the economy, and nature—is dynamic both politically and administratively. This makes the work varied, relevant, and challenging. You will work closely in a small team with the Nature Policy Controller—whose policy portfolios overlap significantly with yours—and with the cluster coordinator. You will also have frequent contact with other colleagues at FEZ.
