At UWV, we believe it is important for our people to work together in a customer-focused and results-oriented manner. We expect you to feel comfortable with UWV’s leadership profile. The word “balance” is central to this profile. As a leader at UWV, you will operate in a complex world where you must act independently yet with political and administrative sensitivity, where you must innovate yet also provide stability, where you must coach yet also guide, and where you must keep an eye on the big picture yet also on the people involved. A detailed explanation is included in our leadership profile.
You will serve as the UWV representative in the Haaglanden region. You will oversee UWV Werkbedrijf’s representation in the labor market region, guided by a clear vision for serving citizens, employers, social partners, and municipalities. You will help build our services for our clients (job seekers and employers) and foster collaboration with municipalities, social partners, and the education sector. You will make a significant contribution to the strategic agenda—both in its development and implementation—through participation in administrative consultations and regional steering groups. In this capacity, you will serve as a point of contact for the aldermen.
As a District Manager, you will play a proactive role at both the strategic and tactical levels, both internally and externally. Ensuring the smooth running of internal operations is also a crucial part of this role. You will directly manage a team of 10 managers and the district staff. In this position, you will report to the Director of Operations at Werkbedrijf. The Haaglanden district has a total of approximately 200 employees.
As a Regional Manager, you have individual responsibility for collaborating with district managers from other divisions to achieve cross-divisional UWV objectives. Horizontal management and results-oriented coordination at the regional level require an overview and understanding of UWV interests and agreements. You also have a national responsibility for the implementation of the Werkbedrijf by working with fellow Regional Managers and the Director of Implementation to shape internal and external management.
· You are someone who empowers professionals, staff, and managers and encourages them to grow, who is energetic and innovative, and who is focused on the future.
You also have:
· Knowledge of the labor market, education, and social security
· Experience leading diverse teams. You are capable of leading teams both directly and, preferably, indirectly. As a leader, you are able to adapt your leadership style to the situation, employing both a coaching and a directive approach as needed.
· Experience with—and knowledge of—change management processes; you know how to engage people in the desired change with enthusiasm and energy. You connect easily with others and serve as a role model in the district.
· Networking skills: you easily establish contact with stakeholders and build professional relationships. You are an effective communicator with the Werkbedrijf management and internal UWV stakeholders, as well as with external stakeholders: municipalities and other partners. Political and administrative sensitivity is of great importance in this regard.
· Analytical skills: You are able to quickly make sense of a large amount of information and identify the core of a message
· An academic level of work and thinking, along with at least a completed associate’s degree.
· A healthy dose of self-reflection and the ability to get things done
We have high expectations for our new Haaglanden Area Manager. If you don’t quite meet all the requirements listed above but still think you’re a good fit, please apply and convince us with your cover letter!
· We offer you a place within an organization where we value you for who you are and what you bring to the table. For us, the development of our employees is a top priority. Our HR policy takes shape within a dynamic organization where every professional is given the freedom to work autonomously.
· At the UWV, respect, openness, personal responsibility, and professionalism are always central to our work.
· A highly dynamic work environment with professionals who are committed to making a difference every day, managers who provide support and are always learning themselves, staff members who offer constructive feedback and are willing to roll up their sleeves when needed, and partners who are constantly seeking the best ways to collaborate for the benefit of the region.
· We offer you a full-time position with a permanent contract. The position is classified in salary scale 13 in accordance with the UWV Collective Labor Agreement and has a maximum gross monthly salary of approximately €9,167, including a fixed salary component and excluding fixed vacation pay, year-end bonus, and employer pension contributions. A company car is included in the terms of employment. The final offer depends on your experience and profile.
· Plenty of opportunities for professional development, such as through our All You Can Learn portal.
· Flexible working hours and good remote work facilities. We are putting hybrid work into practice.

The Werkbedrijf division focuses on job placement and reintegration. We do this by matching job seekers with employers. We focus primarily on job seekers who are far removed from the labor market and on employers who wish to hire these job seekers. In doing so, we actively seek collaboration with labor market partners such as municipalities, employers, and staffing agencies. The division currently has approximately 6,600 employees. We appeal to citizens’ personal responsibility and self-reliance. In addition to digital services, our staff are increasingly providing in-person services. The Werkbedrijf aims to be a comprehensive public service provider in the labor market by 2024, working for everyone. In doing so, we take ownership of our social mission, make the labor market transparent, and are committed to improving the connection between education and the labor market. We are fully leveraging our expertise and services to prevent unemployment and better serve employers. This requires a stronger relationship with employers. Additionally, we know what works and for whom, and when job seekers can use our online services via thewebsite werk.nl
The UWV is evolving into a public service provider that puts people first.
We are guided by public value—that is, “what the public values.”
As part of the Regional Plan, you will work systematically with the Management Team, staff, and professionals to create value for citizens, employers, and society by facilitating the ideal sustainable match—both now and in the future—so that our citizens receive support on their path to (different) employment and employers can find new professionals. To achieve this, we operate as a unified UWV and collaborate with partners throughout the chain. And of course, we need passionate professionals to help citizens, employers, and partners move forward. Collaboration, expertise, and customer focus are therefore essential.
As a district manager, you support staff and managers in achieving our goals and in their professional development. In the region, we are establishing a Regional Employment Center where anyone with questions about work and career development is welcome. We focus primarily on residents who are at a disadvantage in the labor market and on those at risk of falling through the cracks. We aim to reach these residents through an outreach approach in the neighborhoods. These great ideas need to be turned into action in the coming months.
As an integrated management team, we work together to ensure that resources are managed appropriately in a way that fits within the dynamic (political and organizational) context. We have recently tested the effectiveness of multidisciplinary teams where responsibility will lie with the team as much as possible. We are currently preparing for the broad implementation, which will begin this fall. In the second half of the year, job development will also take further shape, with all advisors being placed in different roles, and all professionals working on their development portfolios. Additionally, the move to a new location will take place this fall, which will better support a unified UWV and a seamless customer journey within UWV and, preferably, throughout the chain.
