Job Description

Are you a program manager who thrives on change initiatives and strategic organizational development? And are you known for your ability to truly get people on board? You will combine your role as program manager with that of an Executive Management (EM) member of the program management team and, together with the program director—and eventually a third EM member—will provide leadership to the program management team. Through this program, we aim to support and equip the line and staff management teams within the Ministry of Economic Affairs and Climate Policy (EZK) in addressing the Ministry’s development priorities by providing guidance and by setting up and implementing concrete projects. These development priorities are:

  1. Developing a clear vision for the Ministry of Economic Affairs and Climate Policy to address societal challenges and provide direction for the organization.
  2. Strengthening our collaboration, both internally and with our stakeholders and citizens.
  3. Strengthening process skills and organizational capabilities within the organization.

The program management team must act as a “catalyst” to drive innovation and improvement so that, within four years, the Ministry of Economic Affairs and Climate Policy is truly ready for the future as a department—one that identifies dilemmas and encourages debate in order to achieve the desired impact on society.

As a program manager, you will coordinate all tasks—both within the Ministry of Economic Affairs and Climate Policy and across the government—that are crucial to achieving the goal of “Ready for the Future.”

You will provide oversight and guidance for all projects within the program directorate and deliver concrete results. You serve as the program director’s strategic partner. You possess strategic insight and are well-informed about developments within the core department, the Ministry of Economic Affairs and Climate Policy (EZK) group, and across the government. You have a clear understanding of policy processes and the roles of implementing and supervisory organizations in the chain, and you have a clear vision of what is needed to improve collaboration among them.

The program management team is still being formed. You are motivated to help build the new team and have experience in this area. You contribute to the identity of the program management team and play an active role in its further structure and development. As a member of the management team, you have your own portfolios for which you are responsible. Together with the program director, you make concrete agreements regarding the scope of responsibilities and who is accountable for what. In addition, you will have personnel responsibility for (eventually) 5 to 10 employees. You are responsible for the performance review cycle. You know your people, understand their development goals, and coach them toward achieving them.

Job Requirements

  • You have a university-level education and way of thinking.
  • You have a keen understanding of the political and administrative environment in which you work. You maintain a broad perspective, build support, and contribute to the change that the Ministry of Economic Affairs and Climate Policy stands for.
  • You have excellent program management skills and have gained solid experience in the policy environment.
  • You have experience leading multifaceted and complex change programs involving many internal and external stakeholders with conflicting interests.
  • You have knowledge of and experience in providing strategic organizational consulting and are accustomed to working at the board level.
  • You are able to quickly build a strong network and foster connections within the organization.
  • You have proven experience in coaching leadership and managing employees.
  • You have an excellent command of the Dutch language, both spoken and written.

Terms of Employment

  • Salary level: Grade 14
  • Monthly salary: Min. €5,279 – Max. €7,718 (gross)
  • Employment status: Permanent employment contract
  • Minimum number of hours per week: 32
  • Maximum number of hours per week: 36

Other terms and conditions of employment

In addition to your salary, you will receive an Individual Choice Budget (ICB). The ICB consists of money (16.37% of your gross annual salary) and time. With the ICB, you can make choices that suit you and customize part of your employment benefits. For example, you can choose to have a portion of your monthly income paid out whenever you wish. You can also convert this budget into leave and vice versa, or spend it on tax-friendly purposes. Details

  • The introductory and selection process consists of at least two rounds of interviews and a final discussion regarding terms of employment.
  • The first and second interviews are scheduled for the week of August 28.
  • Checking references or conducting an assessment may be part of the selection process.
  • Colleagues within the central government who are permanent employees may be seconded or transferred while retaining their current employment status.
