The position

As Program Manager, you will ensure the optimal implementation of the

between the program's implementation and policy, and works closely with the

co-managers of the Top 600/Top 400 directors' team. You will also work closely

together with other program managers within the AcVZ, enabling the AcVZ as a whole

contributes to addressing complex issues at the intersection of

safety, healthcare, and social services in the Amsterdam-Amstelland region. In this regard

    more fundamental issues (e.g., effectively managing a demanding

    target audience, resolving "system errors" encountered by the directors,

    further developing the approach).

  • You serve as a sounding board for the account managers
  • (who serve as the first point of contact for the directors), for the

    co-managers of the team of directors within the AcVZ, the (acting) head

    AcVZ and other colleagues involved in the initiative. You know that

The Action Center for Safety and Care (AcVZ) is one of 30 healthcare and

safety houses in the Netherlands for addressing complex cases involving

intersection of safety and healthcare and/or the social sector. The AcVZ is a

a network organization comprising the City of Amsterdam and the five Amstelland municipalities

collaborate with organizations in the fields of security and healthcare (such as

(police, the Public Prosecutor's Office, addiction treatment services, and child welfare services)

complex issues at the intersection of security and healthcare.


Directors at the AcVZ manage the most complex cases involving

region. Think of repeat offenders involved in (drug-related) crime, gun violence,

reintegration of (former) inmates or individuals exhibiting erratic behavior and a

security risk. In addition, the AcVZ is driving innovative change in

programs that are administrative priorities at the intersection of safety and healthcare.

We do this in close collaboration with our network partners and based on

scientific insights.


The AcVZ is administratively under the jurisdiction of the Public Order Directorate and

Safety (OOV) of the City of Amsterdam. The OOV management advises the

city government on all safety matters.


What you bring

For this position as Top600/Top400 Program Manager, you must have:

  • At least a college-level standard of work and thinking.
  • At least three years of verifiable work experience
  • as a manager of professionals within a political-administrative

    context, specifically within the healthcare and safety sector.

  • You have excellent verbal and
