Job Description

Making the financial administration of the Ministries of Economic Affairs and Climate Policy (EZK) and Agriculture, Nature and Food Quality (LNV) data-driven and future-proof: that’s what you’ll help achieve as Deputy Head of the Financial Services and Administration (FDA) Department.

For two ministries, you will link policy to funding and implementation, so that policymakers can assess whether the funds are being spent effectively. In this new role, you’ll seek out collaboration, contribute ideas for smart processes, and coach the staff in your department. You’ll do this from your office in The Hague or, if preferred, partly from home. You’ll fully stand in for the Head of the FDA in their absence, for example during interdepartmental meetings of heads of financial administration and meetings of the Financial and Economic Affairs management team.

The FDA manages budget execution and group accounting for the Ministry of Economic Affairs and Climate Policy and the Ministry of Agriculture, Nature and Food Quality. Other government agencies, such as the Netherlands Enterprise Agency and the Netherlands Food and Consumer Product Safety Authority, also submit financial data that your department consolidates and submits in its entirety to the Financial and Economic Affairs Directorate. A large flow of funds from expenditures and receipts passes through daily. As a process owner, you ensure the timely execution of payments. You also ensure consistent recording, which allows us to compare financial data across departments and make the right decisions.

In addition to the operational side, you will work with the department head to focus on strategic innovation and human resources. You will contribute ideas on how to intelligently structure the IT landscape to ensure that process flow remains smooth—not only within your own department but also across departments. You will identify opportunities for new data collection methods that enable data-driven work. In doing so, you will strive for a clear and uniform approach wherever possible, while at the same time taking into account any changes or customizations. Consider the situation in Groningen, the climate challenge, and the nitrogen issue, which require needs-based attention. You contribute to society by making well-considered decisions on how to document processes and share financial data with Parliament and citizens.

What makes your job even more interesting? You have direct personnel responsibility for several employees and work closely with the Head of FDA on the professional development of the entire department. The department consists of approximately 50 colleagues, divided into 4 teams. Together with the Head and team leaders, you form the FDA management team. You coach the various FDA employees in their professional and personal growth. You do this by encouraging them to take a training course or by organizing a knowledge event yourself—for example, on process thinking. Is a new employee starting? Then you’ll help them get settled. Is someone out of commission within a team? Then you’ll discuss what action is needed, such as arranging temporary staffing. Due to the versatility of your role, you’ll collaborate with colleagues at the operational, strategic, and tactical levels.

Job Requirements

Because you have a clear overview of the big picture and think in terms of processes, you spot opportunities for solutions and improvements. You take a proactive approach to addressing these. You seek out collaboration both within and outside your own department and easily connect with a wide range of people. Whether it’s a meeting with the board, a supply chain consultation, or mentoring a trainee, you always adapt your approach to your conversation partner. In addition, you enjoy sharing your knowledge and coaching colleagues.

You also have:

  • College or university level.
  • An interest in finance and IT.
  • Experience with an ERP system, such as Oracle or SAP. Or you can quickly learn to work with these systems.
  • Experience with change initiatives within the federal government. You possess a drive for innovation and coaching-oriented management skills.

Terms of Employment

  • Salary level: Grade 14
  • Monthly salary: Min. €5,279 – Max. €7,718 (gross)
  • Employment status: Fixed-term employment contract
  • Contract duration: Fixed-term employment contract with the possibility of conversion to a permanent position
  • Minimum number of hours per week: 32
  • Maximum number of hours per week: 36

  • The introductory and selection process consists of at least two rounds of interviews and a final discussion regarding terms of employment.

  • Colleagues within the central government who are permanent employees may be seconded or transferred while retaining their current employment status.
  • If you do not (yet) have a permanent position as a civil servant, you will start with a temporary position with the prospect of a permanent one.
