The Hollands Midden Safety Region (VRHM) is one of the twenty-five safety regions in the Netherlands. Hollands Midden has a population of over 770,000 and covers an area of 782 km² of urban and rural land. The VRHM works together with eighteen municipalities, GHOR (the regional medical emergency response organization), the fire department, the police, and other partners to ensure a safe society. Its core tasks include firefighting, risk and crisis management, and disaster response in the region. The organization consists of approximately 1,400 employees, including 1,000 volunteer firefighters (43 stations), 150 professional firefighters (4 stations), and 250 administrative staff. The organization comprises three sectors: Firefighting Services, Risk & Crisis Management, and Operations.

We are looking for a:
POC Department Manager
36 hours per week, Leiden & hybrid
Change Initiative
- Over the past year, investments have been made to improve and strengthen the department’s position. The POC department manager is expected to continue the momentum and lead the change process.
- Further developing HR and communications strategies and refining key areas such as corporate communications, labor market communications, sustainable employability, diversity and inclusion, organizational development, and compensation and benefits policies.
Strategic Advisor
- You serve as a strategic advisor to the executive board and assist the CEO in accordance with the WOR.
- Together with the executive team and the management team of the Operations division, you will help set the organization’s strategic direction on HR issues, organizational development, communication, and employer branding.
- You are able to translate organizational objectives into strategic and operational HR and communication objectives and prioritize them in multi-year plans.
- You will facilitate complex change processes such as leadership development, cultural change initiatives, new organizational structures, and workforce restructuring.
- You are highly capable of gaining and maintaining support for policies even in the face of conflicting interests.
POC
The Human Resources, Organization & Communications Department consists of 14 people and is divided into four teams: HR Consulting, Employment Conditions and Legal Status, HR and Payroll Administration, and Communications. The employees all work independently, actively seek professional coordination, and are personally invested in one another. Everyone approaches their work with the mindset of “how can I grow and develop personally?”
- You will lead the POC department, which consists of 14 professionals; together with them and on their behalf, you create a pleasant, safe, productive, and inclusive work environment and build a department that masters all aspects of modern, diverse, and inclusive employment practices;
- You serve as the link between the four teams within the department and are able to translate the organization’s needs into the right services, amenities, and facilities.
Operations/Business management
- The POC Department is part of the Operations Division. As part of the Operations management team, you will work alongside the other department managers and the Director of Operations to contribute to excellent internal service delivery. In this way, you enable managers and employees to achieve VRHM’s social goals.
- You will be responsible for strengthening HR operational processes and preparing HR reports and recommendations.
- You are responsible for ensuring the efficient and effective operation of the POC department and the allocation of resources within the legal framework.
- As a POC Manager, you report to the Director of Operations.
We expect you to:
- a university degree (e.g., in Public Administration or Organizational Sciences) and at least 5 years of experience as a senior manager with final responsibility in a large, complex (implementing) organization, in a political-administrative environment, with proven experience in organizational development and change;
- familiarity with the division of responsibilities and coordination within the department: HR Consulting, Payroll and Personnel Administration, Legal Status and Terms of Employment, and Communications;
- a modern approach to HRM and Communication;
- a knack for numbers and an understanding of the relationship between, among other things, the budget and personnel and payroll administration;
- a highly developed sense of sensitivity;
- a high degree of stylistic flexibility.

- The position is classified in pay grade 13 of the CAR UWO Safety Regions pay scale, and the salary is a maximum of €6,610 gross per month, based on a full-time position of 36 hours per week;
