The Energy-Efficient Housing cluster is looking for a driven and experienced cluster coordinator who wants to make a difference for residents across the Netherlands. Vulnerable households are a key target group in this effort. No one should have to go without heat!
In the Netherlands, hundreds of thousands of households are living in (or at risk of) energy poverty. Many of them are renters. They are struggling to pay their energy bills or are worried about doing so. Energy assistance is becoming increasingly available, particularly for renters: from energy coaches to funds, from energy-saving kits to debt counseling. These are great initiatives, but much of the information and appropriate assistance still reaches them only to a limited extent. Within the Energy Assistance Network, we provide people with help through the people tenants truly trust: their trusted circle.
Milieu Centraal is seekinganEnergy Assistance Network Coordinator (36 hours per week) to further expand this initiative. We are looking for someone with strong strategic skills, a hands-on approach, expertise in communication and behavioral change, and a passion for collaborating within a national network and helping to grow it. Internally, this position is titled “Energy-Efficient Housing Cluster Coordinator,” and you will also be responsible for managing the cluster members.
Your impact
As a network coordinator, you are the public face of Milieu Centraal and the Energy Assistance Network when it comes to energy poverty and energy-efficient housing. You make a difference through your work by...
- ... to identify opportunities to better reach and assist various target groups through a strong network-based approach. In this context, Milieu Centraal often serves as the coordinator, ensuring that energy assistance provided through familiar networks is better tailored to tenants who are struggling to pay their energy bills.
- ... to ensure that every Dutch citizen can understand their energy bill and knows how to save energy at home—both through changes in behavior and by implementing energy-saving measures.
- ... linking national knowledge and policy with local practice: from neighborhood pilot projects to manuals, toolkits, e-learning courses, and target group research.
In short: you ensure that people don’t get lost in a maze of assistance, but can take concrete steps—with the help of trusted people in their community—to keep their energy bills affordable in the long term.
What will you be doing?
Your role combines cluster coordination, program management, network coordination, and strategic communication:
1. You will build and manage the Energy Assistance Network
- You will strengthen and expand the national network of partners: municipalities, housing authorities, energy and debt relief organizations, resident initiatives, and national umbrella organizations.
- Together with them, you’ll develop a clear plan of action: what do tenants facing energy poverty need, and how can energy assistance through their support network truly meet those needs?
- You organize (or arrange for others to organize) meetings, pilot projects, and learning programs, and ensure that lessons learned are shared and further developed nationwide.
- You build long-term partnerships with the partners needed to successfully scale the network approach.
2. You serve as the face of the organization and a strategic advisor
- Together with your colleagues, you will develop a clear vision for reducing energy poverty and the role that Milieu Centraal and the Energy Assistance Network play in this effort.
- You will advise the manager of our Energy in the Home, Climate, and Mobility (EMK) team and the management team on opportunities, risks, and strategic decisions related to this topic.
- You closely monitor political and policy developments and translate them into concrete actions and proposals for ministries, foundations, and partners.
3. You provide substantive guidance to projects and colleagues
- You will serve as the project manager for more complex projects within the Energy-Efficient Housing cluster. You will oversee the schedule, budget, and results.
- You will work closely with communications advisors, researchers, behavioral experts, and external partners, and provide them with guidance on content.
- You will monitor both the substantive and financial progress of projects and report to the EMK manager.
4. You develop clear and inclusive communication
- You will develop and oversee communication projects that truly resonate with diverse target audiences.
- You apply insights from behavioral science and target audience research to campaigns, content, and communication toolkits.
- You are a persuasive spokesperson and energy expert: from brief quotes in the media to appearances on talk shows or debate programs.
What are you bringing?
You are a professional with 8+ years of relevant work experience in communications, program management, and/or a strategic role in a social context. You have a background in communications, marketing, social psychology, and/or behavioral change. And you have experience managing multiple (complex) projects or programs.

- ... you are both a strategic thinker and a results-oriented doer. For example, you switch effortlessly between strategy and execution: you’re just as comfortable writing a strategic memo as you are drafting a campaign brief.
- ... you excel at networking and relationship management: you navigate with ease between government agencies, municipalities, housing associations, community organizations, and resident initiatives.
- ... do you have experience writing grant proposals?
- ... you enjoy working with others, but you’re also perfectly capable of taking the lead on your own.
- ... you have an interest in sustainability and, preferably, experience with or a demonstrated interest in energy poverty and livelihood security. You can easily empathize with different sub-target groups and have a keen eye for diversity and inclusion.
- ... you can easily keep track of multiple projects, deadlines, and budgets. You bring structure to the process, can launch projects independently, and get others on board.
- ... you are decisive. You are not afraid to make adjustments and address issues when necessary, always keeping the relationship in mind.
- ... identify opportunities, assess risks, and demonstrate your entrepreneurial spirit: you pinpoint the sticking points and turn them into concrete proposals.

- A gross salary ranging from €5,052 to €6,738 per month based on a 36-hour workweek. This salary does not include the 8% vacation pay. We use our own salary scale to determine salaries. Your salary will be based on your experience.
- A 12-month appointment, which may be extended by mutual agreement.
- A position you can start immediately, working 36 hours per week (at our company, 36 hours per week counts as 1 FTE).
