
Labor migration is a policy area that is attracting increasing attention and is the subject of debate as part of migration policy. In this context, labor market shortages are playing an increasingly important role, particularly in relation to the political agenda to keep problems in sectors such as healthcare, IT, and construction manageable in the coming years. If there is a need to employ workers from countries outside the European Union in the Netherlands, the UWV Werkbedrijf comes into play, specifically the Bureau TWV.

The TWV/AJD Office processes applications from employers for work permits, which regulate the admission of non-EU nationals for employment purposes. This involves, on the one hand, the direct issuance of Work Permits (TWV) and, on the other hand, requests for advice regarding work permits to be issued by the IND (Combined Residence and Work Permits, GVVA). This process assesses what is required for the admission of foreign nationals and whether the applicable legal conditions are met. This covers many different types of positions, often of a specialized nature, with a wide range of specific legal requirements. Timely decision-making on permit applications is crucial in this regard and is strictly monitored. The TWV Bureau also provides information and advice to employers and partners in the chain (such as the IND) in this field.
You will have final responsibility for the department’s results, for the decisions made and recommendations issued, and will ensure effective collaboration with organizations and business units both within and outside the UWV in the field of the labor market. You will contribute ideas and make proposals to the immediate senior management of AJD, the Executive Board of Werkbedrijf, and—through the UWV Strategy Department (SBK)—to the Ministry of Social Affairs and Employment regarding the implementation policy for the tasks assigned to the department.
You will lead a department of approximately 70–80 full-time equivalents, consisting of several treatment teams and a process support team. You will chair the TWV Management Meeting, where policy is discussed, new directions are set, and work processes are further developed. You will report to the national AJD manager and keep him informed of strategic and politically sensitive matters.
You will participate in the AJD Management Meeting, which includes the National AJD Manager and managers responsible for the area of Dismissal Permits. You will coach team leaders, provide general guidance, monitor results and service quality, and take corrective action if departmental goals are at risk of not being met. You are responsible for managing financial resources and budgeting.
The TWV manager develops policies for the department and is able to translate internal and external policy proposals into practical implementation. At the same time, he or she identifies (potential) bottlenecks that could hinder the efficient processing of applications.

About Labor Law Services (AJD)
The team’s mission is to make lawful, careful, and timely decisions on applications for work permits and employment.
The AJD department is part of UWV Werkbedrijf. AJD has five regional offices for handling layoffs, one central office for handling WAV matters, and a staff and policy department. The department has a total of approximately 200 full-time equivalents.
The Dismissal Task
AJD processes permit applications from employers who wish to terminate employees for business reasons or due to long-term disability. We determine whether the legally required termination permit (based on the Civil Code) can be granted or must be denied.
If at least 20 employees are being laid off at the same time, the employer must report this to the AJD and consult with the employee representative body (unions/works council). The AJD verifies that this “WMCO notification” is correct before processing the applications for collective layoffs.
The WAV Task
AJD processes work permit applications from employers who wish to hire employees from outside “Europe” (the European Economic Area or Switzerland) to work in the Netherlands. We determine whether the work permit required by law (under the Foreign Nationals Employment Act—WAV) can be granted or must be denied. This permit is formally known as an “employment permit.”
AJD also handles requests for advice from the IND regarding the Combined Residence and Work Permit. This work is carried out in close collaboration with the IND.
AJD also records reports related to, among other things, cross-border service provision and the knowledge industry.
Information and education
AJD provides answers to questions about employment law from citizens and employers. These include questions about (entering into and terminating) employment contracts, probationary periods, temporary contracts, rights related to temporary work and payroll services, non-compete clauses, terms and conditions of employment, and more. Every year, AJD holds regional employer conferences and a national conference, all with a legal focus.
