Information Services (IV) is a key driver of the UWV’s ambition to transform from a regulatory body into a public service provider where people feel heard, seen, and supported. The central IV Office (CIO Office), part of Concern ICT, is where policy and frameworks are developed and where the implementation of IV is managed. This ensures uniformity and integration across divisions, chains, and departments. The decentralized IV Offices, such as the one at the Facilities Department, are responsible for applying and ensuring compliance with these policies and frameworks within their own organizational units. Collaboration with the CIO Office and the IV Office managers of other divisions, as well as collaboration with the IV managers within the Facilities Department, is crucial in this regard.

What are you going to do?

You will directly supervise 7 team leads and approximately 30 employees. The following areas fall under the responsibility of the FB IV Office: Information Planning and Portfolio Management (including Capacity Management and Management Information), Architecture and Technology Policy, Information Security and Privacy, Data Management, Process Management, and Service Delivery Management. At FB IV, responsibility for the Planning and Coordination Office also falls under the IV Office.

The main responsibilities for the new manager are:

  • Fostering the growth of the team and the (personal) development of its members. You foster professionalism and ownership within the team by delegating responsibility and encourage collaboration across the broader IT chain. As the IT Office Manager, you serve as an inspiring role model for the team; you initiate employee learning, promote consultation and feedback, and champion a shared commitment to results.
  • In terms of content, our goals for the coming period include professionalizing our areas of expertise, aligning with Agile working practices, and defining and promoting greater cohesion among all (IV Office) areas of expertise (integrated approach). At the forefront of new initiatives (whether policy initiatives or not), you will contribute ideas, provide direction, offer advice, and establish frameworks, rather than correcting and adjusting at the back end. In doing so, you will work closely with the IV managers within FB IV, who are responsible for day-to-day operations. Together, you will ensure that the FB IV department functions optimally.
  • Together with the team, you will communicate UWV-wide policy issues from the CIO Office to the FB departments and ensure synergy between the various policy areas within the IV Office at FB.
  • Effectively engage with the many stakeholders in the field while consistently highlighting FB IV’s contributions to service delivery.
  • As the IV Office Manager, you are responsible for developing strategic plans such as the Business Transformation Plan and the annual plan, which involves gathering input and expertise from the FB IV domains. You will oversee and monitor the implementation of these plans.
  • Further shaping the ongoing development of services, organizational development, and cultural transformation within a complex organization.
  • To further strengthen the position of the FB IV organization and its services within the UWV in general, and within the UWV’s IV organization in particular.

You will report to the Director of IT at the Facilities Department and, together with the IT managers for Logistics Services and Digital Services, form part of the management team. You will report functionally to the head of the CIO Office at the central level and coordinate with the managers of the other regional IT Offices.

  • Have an academic level of work and thinking, preferably in computer science or business administration;
  • Have knowledge of information management and managing the associated organization and projects;
  • Have worked in various management roles in an administrative and political environment;
  • Have experience managing professionals;
  • Act as a sparring partner for the CEO, the IV Director, and other members of FB’s executive team, IV managers, the Head of Business Control & Quality, and various other professionals;
  • Have demonstrable experience in change management related to setting up an organization’s information systems;
  • A good dose of self-reflection, networking skills, advisory skills, and the ability to get things done.

What can you expect from us?

  • This is a position in job group 12 (UWV collective bargaining agreement) with a maximum gross annual salary of approximately €112,000 based on a 38-hour workweek, including vacation pay, a year-end bonus, and a fixed salary component, and excluding the employer’s pension contribution.
