A diverse team of employees works together around a table covered with colorful Post-it notes during a brainstorming session at the office.

The Replacement Fund/Participation Fund (VfPf) is looking for a people manager who understands what optimal customer service looks like. We support primary schools in the Netherlands in retaining staff and thereby reducing the teacher shortage. Are you looking for a challenging, versatile, and dynamic leadership role where you can make a social impact? If so, please read on.

The Dutch education system is grappling with complex issues surrounding teacher shortages, high workloads, and absenteeism. As part of its statutory mandate, the Replacement Fund/Participation Fund (VfPf) is tasked with making a significant contribution to retaining education staff and, in doing so, making a demonstrable, crucial contribution to reducing the teacher shortage. We now advise and support more than 1,000 schools in strengthening their commitment to retaining employees in primary education over the long term, by proactively reducing absenteeism due to illness and preventing unemployment. To this end, we continuously develop impactful services for and with the school community. In the event of unemployment or absenteeism due to illness, we (partially) compensate for the financial consequences. Schools pay a monthly premium for this.

Due to the departure of our current colleague, we are looking for a new HRM Services Manager. The position is currently being filled on an interim basis.

What does the job entail?

As our HRM Services Manager, you’ll be at the forefront of change: you’ll respond to national trends and have a clear vision for them. You’ll translate this vision into effective and impactful services. To achieve this, you’ll build internal and external buy-in and guide the necessary internal and external change processes. At the same time, you invest heavily in the foundation of your department: amid all the changes, you maintain focus and ensure a consistent approach to service delivery across the various regions.

As a manager, you are responsible for the performance and management of the 76 employees in the HRM Services department. This department consists of:

  • regional coordinators and Labor & Vitality advisors who advise school boards on optimizing their staffing and help shape their vision and health and safety policies
  • case managers who oversee the reintegration of former employees from the primary education sector
  • on-the-job mentors who support (returning) teachers
  • legal staff who primarily handle objections and appeals against decisions.

You will ensure an optimal work environment and be attentive to employees’ development and training needs. In addition, you will be responsible for the process and progress of premium collection and reimbursement of expense claims for Vf and Pf.

As a member of the Management Team, you contribute your insights on organization-wide issues. Every voice counts; we think beyond our own areas of expertise and have high aspirations. We engage in constructive, critical dialogue with one another and are also open about what hasn’t worked out.

In recent years, we have worked hard to modernize and digitize our services. The next step is to gain even greater insight into our customers’ needs and to improve our support and advisory services in light of current (societal) developments.

Who are we?

VfPf is a nonprofit organization that collaborates with school boards in primary education. With approximately 150 employees, we provide support and advice throughout the country. We deliver sustainable solutions and customized services tailored to regional needs. The atmosphere at VfPf? Open, relaxed, and welcoming. Communication lines are short; we listen to one another and work together. With us, you can be yourself. Bringing expertise together and sharing knowledge are central to what we do. This is how we build lasting relationships with our clients and work together to achieve the best results. Our core identity is summed up by the words curious, connecting, helping others move forward, and groundbreaking.

What kind of candidate are we looking for?

Leadership:

  • You are a collaborative leader who commands respect naturally. You inspire trust and give people the freedom they need, which enables you to achieve the desired results
  • You are open, transparent, and clear, and you know how to set boundaries
  • You promote integrated management. You assign responsibility where it belongs and maintain an overview
  • You are able to engage in substantive discussions with your employees and encourage and support them in achieving a higher level of quality.

Services:

  • You are entrepreneurial and customer-focused
  • You have a clear, modern vision of how to serve our external customers
  • You understand how to build customer loyalty and make your services appealing.

Innovative, results-oriented, and collaborative are qualities that describe you well. You serve as a strong sounding board for the director and the other members of the management team. You have a sharp analytical mind and excellent verbal and written communication skills. You also know how to put difficult situations into perspective with humor and optimism.

In addition:

  • Academic level of work and thinking
  • At least five years of verifiable work experience in a similar position
  • Experience in developing and implementing change processes within a public-sector or large commercial organization
  • An understanding of and insight into administrative and political dynamics.

We are committed to increasing diversity within our organization. For this reason, we encourage candidates with a bicultural background and those listed in the target group registry to apply. Given the composition of the team, preference will be given to a female candidate if qualifications are equal.

What do we offer?

A great place to work with plenty of room for growth. We believe it’s important to keep improving ourselves, and we’d love to work with you to figure out how to make the best use of your talents. We also value your job satisfaction and work-life balance.

  • A gross monthly salary of up to €8,449.62 (Pay Grade XII) based on a 36-hour workweek (depending on education, knowledge, and experience), vacation pay (8%), and a year-end bonus (8.33%)

  • an annual wellness budget of €200 net (depending on the work time factor)
  • an annual childcare allowance of €300 net (pro-rated based on the start date)

  • 180 hours of leave (based on full-time employment) and the opportunity to accrue ATV hours
  • a comprehensive pension plan and fully paid disability insurance with full coverage
  • We operate on a hybrid model, which means that for most of the week you’ll work from a “health and safety-compliant” home office—provided by us—using a company laptop and phone
  • If you don't work from home, you can work at our office in one of Rotterdam's most beautiful locations, Willemswerf, with a fantastic view of the Maas River
