What can you expect?
The HR team consists of about ten colleagues, divided between HR Consulting and HR Services. It is a friendly, informal yet professional team with a wealth of expertise. This management position is part of the People & Organization (P&O) Management Team, where you will also find colleagues who lead teams focused on learning & development, recruitment & staffing, and volunteer & HR policy. You will report to the Head of M&O. The People & Organization cluster was established last year to consolidate expertise and services related to work for volunteers and paid staff. We strive to be a close-knit and united organization, where people work with enthusiasm for the Red Cross—both now and in the future—in an optimal work environment.
What are you going to do?
We are currently implementing improvements to become a streamlined organization where job satisfaction is a top priority. Our HR services need to be simpler, clearer, and better aligned with the employee experience. This requires a commitment from the HR Advisory and Services team. For the coming years, the focus will be on:
- Improving and updating HR services throughout the employee journey. How do we ensure the best possible Red Cross experience for our approximately 800 paid staff members, while also embedding our new core values: responsible, courageous, honest, and compassionate?
- Leveraging the collective strength of M&O as a center of expertise. HR Advisory and Services serve as the cluster’s eyes and ears within the professional organization, identifying where policies and frameworks are causing issues and what would be a better fit. Within the cluster, we work together to ensure a clear division of responsibilities and collaboration among the teams.
- Supporting integrated management by advising and equipping managers in their HR responsibilities toward employees. Ensuring consistency in HR policies and services: determining where the collective framework applies and where there is room for autonomy and flexibility.
- Developing a clear service model with turnaround times so that managers and employees know what to expect from HR Advice & Services. Adjusting this model and KPIs as needed.
- Simplifying HR processes and making them more efficient: user-friendly and leveraging data and systems (including AI and AFAS) to their full potential.
- Provide support for the feasibility study on reduced working hours and the subsequent potential transition to a shorter workweek
- Further developing the agility and resilience of the organization and its people, for example in areas such as well-being and workload, flexible work arrangements and appropriate employment contracts, smooth reorganization processes, and mobility within the Red Cross network—such as transitioning from a volunteer to a staff member or vice versa.
And, of course, on:
- Leading and coaching the team
- Guiding results-oriented agreements and team development
- Implement the M&O strategy and oversee the annual plan for your department
- (Further) developing external relationships, such as with the occupational health and safety service and the payroll agency
- Monitoring trends and developments and applying them to the Red Cross

The salary for this position falls under pay scale 13 of the NRK Collective Bargaining Agreement, depending on experience (min. €5,146.26 to max. €7,298.98 gross per month for a full-time 40-hour workweek). We offer a fixed-term contract, with the possibility of a permanent contract upon satisfactory performance. In addition to your monthly salary, you will receive an Individual Choice Budget (IKB) of 19.2%, which includes vacation pay and a year-end bonus. You can choose how to use or withdraw this budget. In addition, there are various other benefits, such as a pension plan, travel allowance, and excellent opportunities for personal development. You will also be provided with a laptop and a cell phone.
Our association’s office is located in The Hague, within walking distance of the Laan van NOI train station. Like everyone else, you’ll work partly at our beautiful office and partly from home.
