Your role

For our Service Bureau, we are seeking anOperations Managerwho fosters collaboration, clarity, and connection, and who will lead the professionalization of the Service Bureau’s various teams. You will focus not only on subject-matter expertise, but first and foremost on effective collaboration, clear processes, and maintaining an overview. You will bring structure, guide development, and ensure that teams can work smoothly. You will engage people, clarify expectations, and improve processes without always being the subject-matter expert yourself. You connect, facilitate, and help others excel.

As a member of the Management Team, you will lead 27 colleagues from the Finance, Facilities, HR, IT, Data Management, Functional Management, and Secretariat teams. You will provide guidance in a calm and approachable manner and support teams so that our operations contribute to our social mission (livelihood security, prospects, and recovery). You encourage collaboration within and between teams so that together we can strengthen our core mission.

You will contribute to our overall goals, namely: raising awareness about homelessness; providing sufficient and appropriate housing options for our clients; improving the quality of our operations and care; exploring new sources of revenue; and responding to developments in society and in our field.

What will you be doing? 

1. Future-proof business operations

  • You will ensure that our business operations are future-proof and aligned with our core values: decisive, innovative, sustainable, and accessible.
  • You ensure that management information is accessible and reliable.
  • You will support the rollout of an organization-wide data management system.
  • You will lead the ongoing development of our client system to ensure it is user-friendly and secure.
  • You ensure that processes and systems evolve alongside the organization and contribute to a safe and productive work environment.

2. Leading with trust

  • You lead in accordance with our management philosophy and principles of shared leadership: giving autonomy where possible, and providing direction where necessary.
  • You encourage a sense of ownership and support colleagues and teams in their development.
  • You create an open, safe environment where colleagues can learn, reflect, and collaborate.
  • You bring patterns to light and facilitate constructive discussions at all levels.

3. Connection within the organization

  • You will work closely with fellow managers and the managing director.
  • You translate signals from the primary process into operational decisions.
  • You monitor developments in homelessness, legislation, and funding, and translate these into strategic and practical implications for your departments.

4. Procurement & Contract Management

  • You will coordinate the procurement of goods and services and manage non-healthcare-related contracts.
  • You ensure transparency, compliance, and risk management.
  • You promote sustainable and socially responsible procurement.

5. Housing

  • You will be responsible for leasing, property management, and new construction projects.
  • You will develop a forward-looking housing vision and ensure that housing locations contribute to safety, stability, and recovery.
  • You will work closely with municipalities, real estate partners, and colleagues within the company.

  • Terms of employment are in accordance with the Social Work Collective Bargaining Agreement; the position is classified in pay grade 13 (maximum €9,184 gross per month, based on a 36-hour workweek). 
  • Attractive benefits, such as an Individual Choice Budget (ICB) of at least 17.16%.
  • A good pension plan through the Healthcare & Welfare Pension Fund.
  • A career budget of 1.5% of your annual salary (up to 5 years of accrual).
  • A permanent contract (following an initial one-year contract) for 32–36 hours per week.
