About the organization:

Under the motto: “Supervision, because justice and safety cannot be taken for granted,” the Inspectorate oversees various components of the Ministry of Justice and Security. The core mission of the Inspectorate of Justice and Security is to ensure that organizations operating in the field of justice and security contribute, both individually and collectively, to a just and safe society through the performance of their duties. Through its oversight, the Inspectorate identifies where risks arise, where things are going well, and where improvements can be made. By providing information, reporting, and, where necessary, intervening and/or enforcing regulations, the Inspectorate aims to contribute to the quality of task performance and to public confidence in the organizations active in the Justice and Security sector. The Inspectorate does this within the framework of implementation, policy, and oversight. Expert and independent oversight also contributes to the functioning of the owner-client-contractor governance model. In addition, oversight provides society and policymakers with insight into the functioning of government organizations. The Inspectorate’s scope of work is evolving; for example, new tasks are being prepared and explored, such as oversight of the closed coffee shop chain experiment and of debt collection agencies. The organization is also in a phase of further development toward a more varied set of tools, in which regular oversight is also a more prominent component. The Inspectorate places a high priority on social safety and inclusion and works continuously to advance these goals.

Crisis Management and Cyber Division

The Crisis Management and Cyber Department falls under the Police, Security, and Crisis Management Division and is led by a Department Manager. The department consists of 20 full-time equivalents.

A society in which everyone can live safely must be resilient in the face of risks, threats, and crises. In this context, the Inspectorate of Justice and Security (Inspectorate JenV) examines the performance of organizations (including emergency services) tasked with preparing for and responding to disasters and crises.

The Inspectorate’s oversight focuses on the extent to which organizations in the justice and security sector are prepared for and resilient against cyber threats. The aim of the oversight is to raise awareness among Justice and Security (JenV) organizations of the importance of cybersecurity, to promote the public interest in a safe and reliable digital world, and to contribute to the evaluation and learning capacity of JenV organizations in the chain.

Job Description:

  • This role requires you to be a leader, a manager, and a coach.
  • In the context of leadership, you will translate the Inspectorate’s strategic vision into concrete action plans for your department. From this pivotal position, you will bring practical lessons and key considerations to the attention of senior management. You will commission oversight and investigation initiatives.
  • As a manager, you ensure that the department runs smoothly. You translate the objectives from the long-term organizational strategy and the annual work plan into concrete actions for your department and ensure that these are implemented in practice.
  • You are responsible for capacity planning and scheduling, as well as the overall functioning of the department under the supervision of the Chief Inspector, both internally and externally. You ensure the provision of accurate management information within a PDCA cycle. You are also responsible for achieving the department’s goals, with authority over personnel and finances. You ensure coordination within the Department Managers’ Meeting. In your absence, your colleague, the department manager, will serve as your horizontal replacement.
  • In addition, you will promote a socially safe work environment and help foster an inclusive organization. You will also actively contribute to the organization’s ongoing development through the SLOW movement, which focuses on collaboration, leadership, openness, and workload.
  • In your coaching role, you are responsible for defining the specific steps to be taken and for coaching and guiding the change process within your assigned department. You will coach employees in task execution and personal development. In doing so, you will foster a productive and pleasant work environment and encourage employees in the assigned department to adopt a mindset of continuous learning and reflection, both personally and professionally.

Job Requirements:

  • University-level work and thinking skills.
  • Extensive knowledge of and practical experience in the field of the assigned department.
  • Has experience in crisis management and a bachelor’s degree in cybersecurity (mandatory requirement).
  • Demonstrable coaching skills as a manager, such as certification as a coach, or a willingness to pursue such certification.
  • Builds support among both internal and external stakeholders in terms of both process and procedure.
  • Alignment with the underlying standards and values of the inspection agency.
  • Experience advising the board and/or executive management.
  • An affinity for and experience in fostering collaboration both within and outside the organization.
  • Strategic networking in an administratively complex organization.
  • Experience with (federal) oversight and knowledge of social science research methods are preferred.
