Sine Limite Partnership Foundation
Sine Limite is a partnership (SWV) of 11 school boards representing 37 schools in the municipality of Deventer. These boards work together to achieve their goal of providing appropriate education for all elementary school students, including those in mainstream education, special elementary education (SBO), and special education (SO).
Sine Limite is a network organization that supports schools, teachers, parents, and students in implementing optimal educational development for every child, as close to home as possible, and works closely with school boards and key partners to achieve this. Sine Limite has an operational structure (knowledge and service center) led by a director who, assisted by two team managers, oversees the day-to-day operations of the foundation and reports to the supervisory board.
All affiliated school boards are members of the Participating Council. Together, they establish agreements on how all students can receive the support they need. Collectively, these agreements form the mandate for appropriate education and are laid out in the Support Plan: “Expert is something you become together”. The Participants’ Council has the right to approve the budget, the annual plan, and the Support Plan. For items requiring approval, decision-making takes place through an open dialogue aimed at reaching consensus.
The partnership also has a Support Plan Council (OPR), which consists of parents and staff from the member schools. The OPR has the authority to approve (the adoption or amendment of) the Support Plan.
The Orthopedagogical Institute Foundation (SOI)
The Orthopedagogical Institute Foundation (SOI) comprises the Panta rhei special education school and the TiNtaan Language School, both of which are led by a single director. In addition, two team leaders oversee day-to-day operations. Panta rhei is a school for special elementary education, and TiNtaan Language School is for children who temporarily require intensive Dutch language instruction. This applies to newcomers between the ages of 4 and 12. SOI has a participation council consisting of employees and parents of the foundation. All staff members (from the SOI Foundation and the Sine Limite Foundation) are employed by the SOI Foundation; Sine Limite staff are seconded from the SOI Foundation to Sine Limite.
Governance
The director of the Sine Limite Foundation is also, by statute, the director of the SOI Foundation, and the supervisors of the Sine Limite Foundation are also the supervisors of the SOI Foundation. This personnel union dates back to the time of “Weer Samen naar School” and stems from a shared sense of responsibility for students who need specific support that mainstream education sometimes cannot (yet) provide. When Sine Limite changed its legal form (from an association to a foundation) in 2019, this personnel union was continued. The board is currently initiating an evaluative study into the functioning of the personnel union.
Supervisory Board
The supervisory board consists of three independent members and has the following primary responsibility for each foundation individually:
- Assessing decisions against the mission of the relevant foundation and, more broadly, against the question of whether the foundation is fulfilling its social mission through its course of action.
- Oversee the implementation of the strategy.
- Serving as a sounding board and providing advice, and fulfilling the role of employer.
- Be vigilant and critical in ensuring that the foundation in question achieves its social objectives and maintains its continuity.
Due to the expiration of the term of office of one of the members of the supervisory board, we are seeking a member with a background in Governance and Organizational Development to be appointed effective January 1, 2025.
The candidate we are looking for:
- Has a clear affinity for the field of education, and more specifically for inclusive education.
- Has experience at the strategic level.
- Has experience in organizational development and governance.
- Is able to maintain a firm stance and acts in accordance with values-driven oversight.
- Is communicative and a team player.
- Is honest, transparent, approachable, and socially responsible.
Other important factors include:
- A connection to the region and/or familiarity with the Deventer area is a plus.

More information
- The appointment is for four years, with the possibility of renewal for an additional four years.
- Approximately five formal meetings are held each year, as well as two meetings with the Support Plan Council (OPR) and the Employee Participation Council (MR). It is realistic to expect a time commitment of between 80 and 120 hours per year.
- Appropriate compensation (in accordance with VTOI/NVTK guidelines) is available for the supervisory role; in 2023, this amounted to €3,750 per year per foundation.
