PCBO Amersfoort is seeking a member of its Board of Trustees with a background in finance and business administration. Management and Oversight
PCBO Amersfoort has a governance structure consisting of a Supervisory Board (five members) and a two-member Executive Board. Each school has a principal in charge. The foundation’s governing authority lies with the Executive Board, which operates collegially. The Executive Board bears overall responsibility and manages the foundation in accordance with the bylaws. The Supervisory Board oversees the performance of administrative duties. There is active and constructive cooperation among the Executive Board, the Employee Participation Council, and the Supervisory Board.
The Supervisory Board exercises comprehensive oversight of the policies established by the Executive Board and their implementation. The frameworks and agreements are set forth in an internal oversight framework. This document outlines the benchmarks for oversight and describes how collaboration with the Executive Board is structured. The Supervisory Board and the Executive Board endorse the “Code of Good Governance” of the PO-Raad and the Code of Good Supervision of the VTOI-NVTK. The Supervisory Board works with three committees: the Agenda Committee, the Audit Committee, and the Employer Committee. The Education & Quality component is supported by all members, though there may be specific areas of focus. The members of the Supervisory Board work together in a pleasant, engaged, and professional manner. A list of profiles is available in the appendix.
Qualifications for the Supervisory Board member to be recruited
We are looking for a member who:
- A strong commitment to the educational mission and social role of PCBO Amersfoort.
- Management experience in organizations undergoing change, preferably in the public sector.
- Strategic insight, able to analyze developments from a bird's-eye view.
- A strong understanding of social and political dynamics. You have a relevant professional network suited to this position (with no conflicts of interest).
- Financial knowledge and experience in financial and business management and risk management within (at least) medium-sized organizations.
- Involvement in and/or affinity with a Protestant church congregation, as well as philosophical knowledge and insight into church and social relations. Given the foundation’s Christian identity and the current composition of the board, this is an important factor in filling this vacancy.
- A values-based approach to internal oversight, grounded in PCBO’s values of Courage, Space, and Connection.
- A critical and analytical mindset and the ability to reflect on one's own actions.
Preferably:
- Residing in the Amersfoort Eemland region, or keeping abreast of developments in this region.
- Experience as a supervisor.
The new member to be recruited will eventually become chair of the audit committee.
Commitment and expectations
The Board of Trustees meets an average of six times a year. The Board is deeply committed to the organization. Theme-based discussions, consultations with the GMR and principals, and school visits take place regularly, and there is an annual dinner with the board, principals, and the GMR. You are also available outside of meetings for consultations with the board members and supervisors or for internal discussions. Your presence is appreciated at the educational organization’s events.
Compensation
The remuneration for a member of the Supervisory Board complies with the applicable standards (WNT) and amounts to approximately 5,500 euros per year.

PCBO Amersfoort is a sound organization that provides education to approximately 3,300 students. Its financial and educational foundations are solid, and targeted development is taking place through the strategic plan and school plans. In Amersfoort, there is intensive policy coordination between primary and secondary school boards, local government, and childcare providers within a broad educational agenda centered on the “Inclusive City” policy program, through which various goals are being pursued. Examples include “Kansrijk Funderend Onderwijs” (Promising Foundational Education), internationalization, and curriculum development focused on global citizenship. There is also collaboration within the Regional Transfer Center focused on addressing teacher shortages. Educational facilities are managed decentrally by the boards; they are implementing an ambitious construction program and working together in a cooperative. In the coming years, two new PCBO schools will be built in the Schothorst and Soesterkwartier neighborhoods. An integrated facilities analysis provides oversight of the facilities portfolio, partly based on trends in student enrollment, investments in sustainability and energy, and the organization of education.
