Are you an experienced regulator who, drawing on your knowledge of relevant legislation and future changes in the social context, as well as your understanding of the VTRR’s implementation practices, is driven to contribute to this important task?
Municipalities are responsible for protecting their citizens from violence in dependent relationships (domestic violence and/or child abuse) and are tasked with establishing a “Safe Home Organization” at the regional level. Since January 1, 2018, Veilig Thuis Rotterdam Rijnmond (VTRR) has played a key role as an independent organization in fulfilling the social mission of ensuring a safe home for all residents of Rotterdam Rijnmond (ages 0–100). VTRR’s role is to clarify, in cases where other partners in the care chain (including Rotterdam Rijnmond Youth Protection, general practitioners, hospitals, mental health partners, and schools) are unable to do so, what is happening within the dependent relationship and what intervention is appropriate to achieve immediate and long-term safety.
VTRR provides advice and support to victims, perpetrators, children, and professionals alike. VTRR intervenes in unsafe situations, coordinates efforts among partners, and monitors whether safety has been achieved and maintained. In doing so, VTRR offers hope for a future where people can once again live in safety. To ensure that VTRR provides maximum added value within the system, clarity regarding its role—and, in particular, the implementation of interventions appropriate to the extent and severity of insecurity within a family system—is of great importance. The ability to coordinate quickly with partners and to organize case management with the appropriate partner is essential in this regard. VTRR works for and in collaboration with fifteen regional municipalities, namely: Albrandswaard, Barendrecht, Capelle aan den IJssel, Goeree Overflakkee, Krimpen aan den IJssel, Lansingerland, Maassluis, Nissewaard, Ridderkerk, Rotterdam (including Hoek van Holland), Schiedam, Vlaardingen, and Voorne aan Zee.
VTRR is divided into four regions to ensure close alignment with local partners and infrastructure. The VTRR team consists of expert process managers, behavioral scientists, and medical officers.
VTRR’s key values include decisiveness, collaboration, a systems-oriented approach, expertise, and transparency.
VTRR has a single-member board. The director has ultimate responsibility for managing VTRR. Together with the managers, the director forms the Executive Team.
The Supervisory Board consists of five members with diverse backgrounds and areas of expertise. Members are appointed for a four-year term, with the option to extend this term once. The Supervisory Board meets with the CEO at least six times a year. A delegation from the Supervisory Board regularly attends consultation meetings between the CEO and the Works Council.

The supervisory board acts as the employer of the executive board and advises and supports it on policy matters. They serve as critical discussion partners, identify opportunities and risks based on their expertise, and offer both solicited and unsolicited advice.
Due to the early departure of one of the members of the supervisory board effective January 1, 2024, a vacancy has arisen for a member with legal expertise. The new member to be recruited will join the Quality and Safety Committee, preferably as its chair. The new member will be appointed upon the recommendation of the Works Council.
A member of the supervisory board possesses an academic level of thinking and working and is socially active. A member is capable of assessing the policy, strategy, and performance of the board and possesses the specific expertise required for his or her role. A member of the supervisory board has an affinity with the work and objectives of VTRR, possesses general supervisory qualities and experience, demonstrates a balance between engagement and supervisory detachment, is capable of acting as a sparring partner for the board, and oversees the functioning of VTRR.
The fast-paced nature of VTRR’s field of work requires members of the supervisory board to be resilient and steadfast. In addition, VTRR is looking for a team member who is humorous, energetic, warm, empathetic, and a team player.
Because the supervisory board strives for a balanced composition in terms of diversity in all its facets, given the current composition of the board, a bicultural background for the new member is desirable.
An affinity for or familiarity with the Rotterdam Rijnmond region or with metropolitan dynamics is a plus.
