Sité is an ambitious and enterprising housing association in the Achterhoek region. We are seeking a tenant representative for Sité’s Board of Supervisors who possesses a strong personality and a down-to-earth attitude, is committed to tenants’ interests, and has strategic-level experience in the social sector. This individual should have a broad interest in Sité’s target groups and mission.

About Sité

Sité provides approximately 8,000 suitable and affordable homes to tenants in the municipalities of Bronckhorst, Doetinchem, and Oude IJsselstreek. We do this through an organization that feels part of the Achterhoek region and is intrinsically motivated to get to know its tenants. Together, we shape their housing and the neighborhoods in which they live.

Our goal is for everyone to have a comfortable home. A home is a house, yet so much more than that. It’s more than just bricks and mortar. We don’t just rent out homes; we work to create a wonderful home with and for our tenants. In a neighborhood where it’s safe, where there’s a strong sense of community, where people feel seen. For us, working together to create a wonderful home in the Achterhoek means staying close to the people. We’re on the move and committed to making the necessary changes, with a heart for our current and future tenants in the wider area where our homes are located.

We believe that together we can make a difference for our tenants. Collaboration is in our DNA. In recent years, we have demonstrated in countless ways and through numerous partnerships that we actively contribute to the communities and regions where we operate. In the coming years, we will make an even greater contribution to a thriving society, recognizing that our tenants’ various life domains—such as housing, work, education, health, and safety—are interconnected and influence one another. Drawing on our expertise in creating a “comfortable home,” we connect housing to these other areas of life. We do this by forming vital coalitions, both within our organization and with our tenants and professionals who, like us, are open to this approach. In the coming years, we will invest heavily in making our homes future-proof and keeping them affordable. Together with others, we are doing our utmost to keep neighborhoods livable. To this end, our employees are visible in the neighborhoods and districts, they devise new housing concepts, and at the same time, we ensure that our (financial) continuity is also guaranteed. Our goals

To provide our tenants with a comfortable home, we focus on three interrelated themes: affordability, sustainability, and availability. To make informed decisions, we have a clear long-term vision for these areas.

1. Our homes are affordable

We believe it is important that all Sité tenants have access to affordable housing. Affordable means that the cost of housing is in line with a tenant’s income. In the coming years, we will focus on:

  • A more balanced distribution of housing supply across different rent brackets: we set rents that are appropriate for different budgets and households;
  • Optimizing our approach aimed at preventing payment problems among tenants;
  • Informing tenants about ways to improve their financial situation. This includes energy-saving options and applying for housing assistance, healthcare assistance, and municipal benefits.

2. We want to be able to provide enough housing

We are committed to ensuring there is an adequate supply of housing. By “adequate,” we mean that our housing supply meets the existing demand. In the coming years, we will focus on:

  • An increase in our housing stock of approximately 300 homes by 2028;
  • Making better use of our existing housing stock;
  • Increasing the supply of accessible housing and enabling people to live independently at home for longer;
  • Mobility within the housing stock;
  • We are working to ensure greater influence, transparency, and fairness in the way we allocate housing.

3. Our homes are energy-efficient

Our ambition is to make a significant contribution to a sustainable society. We face an enormous challenge when it comes to renovating our housing stock and making it more sustainable. In addition, we are working to make our homes natural gas-free and to transition to a circular economy. In the coming years, we will focus on:

  • Insulating, installing ventilation systems, and installing solar panels in 200 to 250 homes per year;
  • Working with municipalities and residents to develop neighborhood implementation plans;
  • Launching pilot projects to prepare the first neighborhoods for the changing climate;
  • Engaging enthusiastic tenants as sustainability ambassadors;
  • Continuing to evolve into a sustainable housing association

Sité is financially sound, and we intend to keep it that way. We have a strong operational foundation. This is essential, as the investments required to renovate and make our homes more sustainable place significant financial demands on us. We are focused on ensuring that we remain capable of realizing our ambitions in the long term. We do this by using the three themes mentioned earlier—affordability, availability, and sustainability—to assess the scope of our challenge and determine how we intend to address it. By working and thinking in terms of long-term strategic scenarios, we ensure that we will still be able to offer our tenants a comfortable home fifty years from now.

Governance and the Supervisory Board of Sité

Sité is managed by a single-person board, the managing director. The Supervisory Board exercises internal oversight of the policies and performance of the managing director and the organization. The Supervisory Board does so in the public interest. The Supervisory Board consists of a total of five members. A key feature of Sité’s approach to oversight is that the Supervisory Board:

  • Ensures that the CEO acts in accordance with Sité’s mission, vision, identity, and objectives;
  • Limits itself to strategically essential topics and broad policy guidelines, and in assessing these, asks itself: what can societal stakeholders expect from Sité;
  • Feels a strong sense of commitment to the organization and values the engagement of our employees;
  • Has an eye for and an understanding of the various interests that arise both within and outside the organization;
  • Recognizes the importance of directly involving tenants and partners in Sité’s initiatives;
  • Because of his expertise, knowledge, experience, professional network, and ability to deliver real value to the organization.

The Supervisory Board endorsesthe Housing Association Governance Code of the industry association Aedes and the Association of Housing Association Supervisory Board Members (VTW). In addition, the duties, responsibilities, working methods, and appointment of members of the Supervisory Board are laid out in our Articles of Association, the Regulations for the Supervisory Board, the Regulations for the Audit Committee, and the Supervisory Benchmarks in accordance with Policy Governance.

The Siverder Residents' Association

Siverder is a residents’ association in the Doetinchem area that represents the interests of Sité tenants. Siverder has approximately 1,700 members and is responsible, on behalf of the tenants, for the performance agreements with Sité and the municipality. In addition, Siverder consults with Sité on topics such as the annual rent increase, the housing placement system, the housing menu, the sales policy, service charges, and the quality of the living environment. Siverder also maintains contact with the Woonbond. In accordance with the articles of incorporation, two members of Sité’s Supervisory Board are appointed upon the recommendation of the residents’ association.

Profile of the new tenant representative

We are seeking a member of the Supervisory Board to be nominated by the residents’ association. Given the profile of the departing member, we prefer a Supervisory Board member who has strategic-level experience and expertise within the social sector in the broadest sense and who has a vision for cross-sector collaboration among the various stakeholders within this social sector. You are able to quickly gain an overview and insight into Sité’s strategic issues. In doing so, you think in terms of opportunities and possibilities. You are curious about Sité’s challenges and scope of work, as well as the concerns of its tenants. Our new member is also intended to serve on the compensation committee.

In short, we are looking for a board member who:

  • Has management experience, or the ability to think strategically and at the management level;
  • Has a good understanding of governance relationships and is able to build connections both formally and informally;
  • Is willing to leverage its own network in light of the partnerships Sité is eager to establish.
  • Has the ability to put things into perspective and engage in (self-)reflection;
  • Is available and willing to serve as a “liaison officer” between the tenants’ organization and the Supervisory Board, and to place (additional) emphasis on the interests of our tenants when the Supervisory Board makes decisions;
  • Is able to bring clarity to discussions and form their own independent judgment;
  • It would also be nice if the new Commissioner felt a sense of regional connection.

Since we are looking for a tenant representative to be appointed by the Supervisory Board upon the recommendation of the Siverder Residents’ Association, we consider it particularly important that the new representative enjoys maintaining contact with the Residents’ Association and, together with the other tenant representative, takes the initiative to do so. Other criteria, which apply to all our representatives, are listed in the appendix.

Our Supervisory Board strives for a balanced and diverse composition, including in terms of gender, age, professional backgrounds, knowledge and expertise, ethnic origin, and personality traits. The Supervisory Board also aims to be a true reflection of society. The current members of the Supervisory Board therefore represent a wide variety of backgrounds, expertise, experience, and personalities. Given the current composition of our Supervisory Board, our preference is for a female candidate.

Compensation

The compensation for members of the Supervisory Board complies with the Act on Standards for the Remuneration of Senior Officials in the Public and Semi-Public Sectors.

Review by the Housing Association Authority

Part of the procedure for appointment as a member of a housing association’s supervisory board involves a review by the Housing Associations Authority (Aw.). Prior to notifying the Aw. of the proposed appointment, a comprehensive assessment of qualifications and references will be conducted. More information on this can be found on the Aw.’s website.

Attachment:Internal Oversight at Sité

Sité’s Supervisory Board oversees the policies of our CEO and ensures compliance with legal, statutory, and other internal regulations. TheCEO is accountable to the Supervisory Board. The Supervisory Board acts as a representative of society and evaluates our policies against our social and societal goals. The Supervisory Board also assesses whether the CEO’s decisions were made with due care. In lightof Sité’s social objectives, supervises all efforts to identify and manage risks. The Supervisory Board isresponsible for its own performance. The Supervisory Board and the Managing Director meet at least once a quarter to discuss matters related to Sité. Where necessary, the Supervisory Board acts as a sparring partner and advisor to the Managing Director.

General Criteria for Members of the Sit Supervisory Boardé

Members of our Supervisory Board:

  • Are able to effectively analyze and reflect on complex situations at a strategic level;
  • Have an affinity for Sité’s objectives and activities;
  • Understand the characteristics of a regionally based housing association;
  • Have knowledge of or experience in one or more of the following areas: public housing, finance, human resources, relevant real estate expertise, and legal knowledge;
  • Understand the requirements that quality, efficiency, and continuity place on an organization such as Sité;
  • Have a thorough understanding of the division of responsibilities and roles between the Supervisory Board and the CEO and be familiar with corporate governance issues;
  • Have an understanding of the current state of affairs regarding good governance in the housing association sector;
  • Have the capacity and the mindset to support the CEO by offering advice and serving as a sounding board;
  • Be able to reason based on a balance between social and business interests;
  • Possess integrity, a sense of responsibility, and an independent mindset;
  • Are able to work effectively as part of a team;
  • Are ambitious, sufficiently dedicated, available, and flexible;
  • Be able to serve on a supervisory board as a representative of the company;
  • Are socially active, politically aware, and have relevant networks;
  • Be able to function effectively in networked environments;
  • They are down-to-earth and have both feet firmly on the ground.

In addition, the Supervisory Board considers it important that its members demonstrate appropriate conduct: this refers to qualities that align with their personality and life experience, the most important of which are:

  • Ability to reflect on oneself;
  • Able to think in terms of opportunities rather than problems;
  • Intrinsically motivated to serve as a member of the Board of Directors at Sité;
