
The Advisory Committee on ICT Assessment (AcICT) plays a crucial role in advising the Cabinet and the Senate and House of Representatives on the management of complex ICT projects. The Advisory Committee is independent and provides valuable insights that have a direct impact on the quality and effectiveness of ICT systems within the central government. We are looking for a new board member with extensive experience in the development and implementation of ICT projects and with a vision for the future of application development, data management, and the Cloud. The Advisory Board on ICT Assessment (AcICT) is an independent advisory body that advises the Cabinet and the Senate and House of Representatives on the overall improvement of the management of ICT projects and information systems at ministries, independent administrative bodies, the police, and the Council for the Judiciary.The Advisory Board has been active for nearly eight years and, during that time, has issued more than 130 valuable and often highly impactful recommendations aimed at ensuring better management of the central government’s ICT projects and information systems. The Advisory Board provides recommendations directly to the responsible minister and to the Senate and House of Representatives. In its work, the Advisory Board is supported by a professional civil service secretariat of approximately 20 FTEs.
The Advisory Board provides advice on the effectiveness and efficiency of the design and implementation of information systems used to carry out policies and regulations within the central government. It also assesses the risks and likelihood of success of (proposed) ICT projects. In addition, the Advisory Board has been given an explicit mandate to promote knowledge transfer and knowledge development. In this way, the Advisory Board aims to contribute to the learning capacity within the central government’s CIO system. The Advisory Board consists of senior experts from the fields of accounting, academia, and the business community who possess administrative, supervisory, and managerial experience in the implementation, deployment, and management of ICT. The board consists of five members: a chairperson and four members. The board’s strength lies in the complementary nature of its members’ personalities, knowledge, and experience, as well as in their effective collaboration.
At the end of the year, one of the board members will step down, and the Advisory Board is seeking a new member to begin on January 1, 2025. The position requires a board member with functional IT expertise (IT functional role). This is a part-time position equivalent to 0.22 FTE.

We are looking for a board member with a functional IT background and extensive experience in the IT field, gained as a CIO, IT systems auditor, or in similar roles. Experience with the development and/or implementation of IT projects from a functional or business perspective is required. A vision for future developments in application development, data management, and cloud computing is of great importance.
The board member is familiar with the regulations governing the functionalities of IT applications, both in general and specifically within the public sector. In addition, he or she has knowledge and experience with IT innovation strategies and is familiar with the challenges involved in implementing IT applications.
We are seeking a member with experience at the strategic and managerial level within a large organization. The Advisory Board member must have strong communication skills and be able to represent the Advisory Board in the Senate and House of Representatives (and their committees). Given the composition of the Advisory Board and our commitment to diversity, preference will be given to a female candidate if qualifications are equal.
Expected availability
The appointment is based on 0.22 FTE, which amounts to an average of one day per week. However, the actual workload may vary. The Board meets once every two weeks, usually online. In addition, each board member participates in periodic internal project meetings regarding their own projects. The board member’s schedule is taken into account when planning these (mostly online) meetings. Occasionally, there are meetings that require more flexibility in the schedule, such as technical briefings to the minister or the House of Representatives, press events, or meetings with secretaries-general (SG) or directors-general (DG).

The chairperson and members are appointed by Royal Decree for a term of four years, with the possibility of reappointment. The position is remunerated in accordance with pay scale 18 of the BBRA (pro rata). An assessment may be part of the selection process. References may also be requested. A Certificate of Good Conduct (VOG) is also required. Board members are independent. This means that active interests in government are not permitted. Civil servants or other persons working under the responsibility of a Minister, an independent administrative body, the Chief of Police, or the Council for the Judiciary are not eligible for appointment.
