The Stichting Omroep Muziek (SOM) is a music production house for public broadcasting with approximately 240 employees. The SOM organization includes the Radio Philharmonic Orchestra (RFO) and the Groot Omroepkoor (GOK). These two ensembles are preeminent ambassadors for new and lesser-known music, both in the Netherlands and abroad. Every week, they treat audiences in the major concert halls of the Netherlands, as well as countless listeners at home via radio and the internet, to masterpieces of classical music. This includes performances during the NTR Saturday Matinee, the AVROTROS Friday Concert, and the Sunday Morning Concert, which can be heard live on the NPO Klassiek radio station.
HR Manager (up to 32 hours per week) at Stichting Omroep en Muziek (SOM)
What will you be doing?
As HR Manager at SOM, you will play a crucial role in the organization’s human resources functions. You will advise management and the executive board on organizational development and oversee the implementation of HR policies. You will ensure that SOM continues to excel as an employer by developing a future-proof job classification system and a modern benefits policy. We are looking for a strong professional who can operate at both the strategic and tactical levels and plays an active role in process optimization and change management.
Your main responsibilities will be:
- Advising and supporting: Providing advice and support to the artistic and business management teams and the executive board in translating human resources policies into tactical and operational plans.
- Developing an employment policy: Developing and implementing a future-proof employment policy within SOM’s own collective bargaining agreement (CBA), with a strong focus on the long-term employability of staff. Participating in the employer’s negotiating team at the CBA bargaining table.
- Preparing for meetings: Preparing for meetings with the works council in collaboration with the executive secretary and actively participating in the recruitment of (senior) management.
- Strengthening collaboration: Strengthening collaboration with the Finance Department to improve services for employees. Optimizing HR systems and developing digital HR processes to ensure efficient operations.
- Proactive input: Providing proactive input and taking the initiative in the areas of inclusion, performance review cycles, leadership, sustainable employability, working conditions, workplace etiquette, and absenteeism due to illness.
- Active role on the management team: Play an active and professional role on the management team, helping to strengthen team dynamics and foster collective success.
What do you bring to the table?
- Education and experience: At least a bachelor’s degree or higher and extensive relevant work experience (at least 5 years) in a complex (cultural) organization and a changing environment.
- Knowledge and skills: Up-to-date and thorough knowledge of laws, regulations, and HR developments and trends, with experience in employee participation. Excellent communication skills, both verbal and written, with a high profile and approachability across all levels of the organization.
- Independent and proactive: Independent and proactive, with a strong interest in data and technology. Ability to establish clear processes and ensure clarity and effective support.
- Empathy: Empathetic and able to understand others’ perspectives, capable of bringing calm and perspective to a dynamic environment where high-level performance is expected at all times.
- Affinity for classical music: A strong affinity for classical music.
- Language skills: Excellent command of Dutch and English, both spoken and written.

- Salary: A competitive salary (scale N based on a 40-hour workweek, as per the Stichting Omroep Muziek collective bargaining agreement). In addition, you will receive an 8% vacation pay and a fixed year-end bonus of €1,500.
