The responsibilities of the Executive Director

The duties and responsibilities of the representative at the European Bank for Reconstruction and Development (EBRD) are diverse. She or he helps make decisions on behalf of the Netherlands regarding strategic issues such as the EBRD’s mandate, the EBRD’s future within the international community of multilateral banks, and policy matters, such as climate change.

The EBRD is facing a challenging period marked by significant change. The Bank plays a central role in supporting Ukraine (the EBRD is the largest institutional investor in the country) and its neighboring countries. Developments in the mandate area have further increased the EBRD’s relevance, particularly for the Netherlands as one of the largest donors to the EBRD for Ukraine. As a member of the Board of Governors, the governor decides on investments within and outside Europe, the terms and conditions of programs, country strategies, sectoral strategies, and on topics such as the multi-year budget, risk policy, and the salaries of EBRD staff.

The administrator oversees the constituency office, including the deputy administrator, the advisors, and the support staff. The position of deputy administrator will be filled by the Netherlands until August 2024 and by China starting in September 2024 (the role rotates). This will bring a new dynamic to the constituency office. The Governor operates in close consultation with the Deputy Governor, the Dutch and Chinese advisors, and in The Hague with the Ministries of Finance and Foreign Affairs. The Governor also represents the other countries in the Dutch constituency (see below). Communication and maintaining good relations with these countries at the political and operational levels are key aspects of the role. The Governor has a strong network within the EBRD and excellent relations with the other Governors on the Board of Governors.

The coming years will be marked by a number of significant developments at the EBRD, including support for Ukraine’s reconstruction and the limited, phased expansion of its geographic mandate to Sub-Saharan Africa and Iraq. Along with other challenges, these will be incorporated into the Bank’s corporate strategy for 2026–2030 over the next year and a half. It is the administrator’s task to act and advise proactively and strategically in this regard, while simultaneously promoting Dutch interests.

Job Requirements

What does this position require of you?

We are looking for a highly experienced (internationally active) executive with solid economic knowledge and international experience. Experience working with—or within—an international financial institution is a plus. You have knowledge of banking and finance and a good understanding of investment projects and economic development issues. You are highly analytical and capable of independently evaluating financial proposals, and possess excellent (international) negotiation skills.

This position requires diplomatic skills and a high degree of political sensitivity. Extensive experience in the (Dutch) political and administrative environment is an asset. You understand how the Dutch government and Dutch politics work, and have a keen sense of developments in the Netherlands and their impact on the EBRD’s operations.

Private capital mobilization and results management are specific areas of focus in the Netherlands that must be permanently incorporated into the bank’s policy in the coming years. To achieve this, you must be a change agent and an innovator. Specific knowledge of and experience with the mandate region are a plus. Knowledge of working in fragile contexts and development cooperation is also a plus.

You will be working with a small team, so it is important that you are able to operate not only strategically but also in a hands-on, day-to-day capacity. You have an excellent command of English and Dutch, both spoken and written.
