As the owner of the Tax and Customs Administration, the Deputy Secretary-General (pSG) is responsible, within the triangular model, for ensuring the continuity and capacity of operations. To effectively manage these operations as the owner, knowledge is required of the full range of tasks currently being carried out by the Tax and Customs Administration.
The Owner Advisory Department at the Ministry of Finance is expanding to better advise the pSG in its role as owner. For this new position on our team, we are looking for a seasoned senior advisor who also enjoys coordinating. You will ensure you have a clear understanding of the new policy requirements facing our implementing organizations and the impact these have on the continuity and capacity of implementation. You will combine this knowledge with the insight and overview that you and your colleagues in the cluster collectively have of the implementation tasks, particularly with the colleague responsible for chain management within the Tax and Customs Administration. Together with the team, you ensure that bottlenecks are discussed or escalated in a timely manner. For example, how do we handle a political policy initiative that does not fit within the IV portfolio but does offer a solution to an important social problem?
In your coordinating role, you ensure that not only your own expertise but also that of your colleagues in the cluster is synthesized into administratively relevant and strategic advice for the pSG in its capacity as the owner. You do this by building a network, maintaining an overview of developments at the three implementing agencies—the Tax and Customs Administration, the Benefits Service, and Customs—and clearly communicating the owner’s position. Thanks to your efforts, owner advisory services gain a better understanding of the full scope of implementation tasks, the bottlenecks involved, and the types of solutions needed to ensure policy is implementable.
You will be in daily contact with colleagues at the Tax and Customs Administration, the Benefits Service, Customs, and the Directorate-General for Tax Affairs. Among other things, you will discuss upcoming legislation and regulations, the results of implementation assessments, any bottlenecks identified therein, and potential solutions. You also have the confidence to use your analytical skills to offer your own judgment. You translate your own vision, using your administrative sensitivity, into strategic advice for senior civil service leadership in general and the pSG in its role as owner in particular.
You enjoy the challenge of shaping this new initiative. In terms of content, you coordinate the preparation of decision-making processes and build the necessary support for them. You are not easily deterred and, when connecting content and colleagues, you are adept at navigating sometimes conflicting interests. You also enjoy performing a variety of tasks and are willing to embrace whatever the day brings, without losing sight of the long-term goals.

Monthly salary: Min. €4,758 – Max. €7,094 (gross)
Employment Status: Fixed-term employment contract with the possibility of conversion to a permanent contract
