To update its provincial museum policy, the Province of Limburg will conduct an evaluation of the provincial museums in 2024, namely the Bonnefantenmuseum in Maastricht, the Limburgs Museum in Venlo, and the Discovery Museum in Kerkrade. In accordance with the Policy Framework “Culture and Heritage for Everyone,” this review will focus on the quality of the cultural offerings, alignment with societal challenges, as well as operational management and governance.

To conduct the evaluation, the Province of Limburg is seeking committee members with experience in museum practice and recent developments in this field, as well as expertise in at least one of the following areas: collections, programming, cultural education, audiences, participation, PR & marketing, partnerships, internationalization, and digitization. In addition, knowledge of the social role of provincial museums and the implementation of the cultural codes (Diversity & Inclusion Code; Fair Practice Code; Governance Code for Culture) is a requirement, as is knowledge of business collaboration (processes). The committee is expected to consist of 6 to 10 members.

Duties of committee members:

1. The committee assesses the substantive quality of the cultural offerings and the quality of the operational management of the provincial museums, in relation to general focus areas (strategy and policy in relation to business processes, operational management, governance, development, and social function) and specific focus areas (collections, programming, cultural education, audiences, participation, PR & Marketing, partners, internationalization, and digitization) for the period 2022–2027.

In addition, we will focus specifically on social developments and what they mean for museums. We are thinking of the following topics:

  • the cultural codes (Diversity and Inclusion Code, Fair Practice Code, Cultural Governance Code);
  • the energy crisis;
  • inflation and rising labor costs;
  • sustainability.

In addition to these nationwide, sector-wide developments, the committee will also focus on province-specific issues, such as assessing the feasibility of free admission to provincial museums for children under 12 and exploring opportunities for greater operational collaboration among the provincial museums.

2. The committee assesses the intended operations of the provincial museums in relation to the priority areas set forth in the first paragraph of this article and also formulates recommendations aimed at improving the quality of the cultural offerings and the operational management of the provincial museums.

3. The committee sets forth its findings and recommendations in an evaluation report.

Chairperson's duties:

1. Chairs committee meetings and guides the committee in producing a carefully drafted evaluation report.

2. Serves as the point of contact for the museums and the administrative secretary, and acts as the designated spokesperson on behalf of the committee.

3. Performs the duties of a committee member.

Knowledge, experience, and a passion for:

  • Have knowledge of museum practices, including at least one of the following areas related to the collection policy of provincial museums:
  • visual arts (contemporary and historical);
  • heritage;
  • Science & Technology.
  • Be familiar with the cultural codes and their implementation: the Diversity & Inclusion Code, the Fair Practice Code, and the Cultural Governance Code.
  • Have expertise in at least one of the following areas of museum operations: collections, programming, cultural education, audiences, PR & marketing, partnerships, internationalization, and digitization.
  • Have knowledge and/or experience of business collaboration (processes) with a view to exploring opportunities for greater business collaboration among provincial museums.
  • Have a good understanding of the provincial subsidy system.
  • Be aware of the purpose of the review.
  • Having a network within one's own field.
  • Be able to serve independently on an accreditation committee and not have been employed by or carried out work for any of the three provincial museums in the past five years.

Leisure activities

The review of the Provincial Museums will take place between June 2024 and October 2024. During this period, the committee will meet several times, including for the review visits to the three provincial museums scheduled for June. A report will be prepared following the completion of the review visits.

Reimbursement

Committee members receive an allowance of €405.42 per meeting for preparing for and attending meetings. In addition, they may be reimbursed for travel and accommodation expenses.

Details

When filling vacancies, the Province of Limburg places a high priority on transparency, diversity, and integrity. Membership on an evaluation committee is incompatible with membership in the Provincial Council, the Provincial Executive, or the position of civil servant with the Province of Limburg.

The Province of Limburg therefore appoints only independent experts as committee members.
