For this transition, we are looking for a CIO: a visionary leader who can bridge technology, strategy, and collaboration to shape Portaal’s digital future.

The Role of the CIO

As CIO, you are a member of the leadership team and report directly to the board. You develop and implement the digital strategy and ensure that it is fully aligned with the organization’s goals. In this role, you serve as the lead on strategic issues related to data strategy, innovation, architecture, information security, and technology.

You will lead the Digital Transformation department (approx. 50 FTE), which consists of the CIO Office, Change & IT teams, and staff functions (CISO and EA). Together with your colleagues, you will foster digital collaboration throughout the organization, from executive management to operational staff, and strengthen Portaal’s agility and innovative capacity.

Your responsibilities

Strategic Leadership & Vision

  • Developing, implementing, and ensuring the success of Portaal’s digital strategy.
  • Positioning Digital Transformation as a strategic business partner.
  • Responding to external trends and technological developments and turning them into opportunities.

Digital Transformation & Innovation

  • Promoting cross-functional collaboration and co-creation in which business and IT actively challenge and reinforce each other
  • Delivering valuable digital initiatives with a tangible impact.
  • Ensuring a future-proof digital landscape through an enterprise architecture that safeguards infrastructure and data security, among other things.

Organizational Development & Leadership

  • Managing approximately 50 professionals in an agile and DevOps environment.
  • Enhancing digital maturity and fostering a culture of continuous learning.
  • Building support and engagement at all levels.

Who are we looking for?

  • Academic level of work and thinking (computer science, business administration, digital transformation, or similar).
  • At least 15 years of experience in IT and digital transformation, including several years in a leadership role.
  • Proven experience with digital transformations in complex, societal contexts.
  • Perspectives on architecture, sourcing, security, the cloud, and digital transformation.
  • Experience with agile development and DevOps.
  • A collaborative leader with strategic acumen and excellent communication skills.
  • An affinity for nonprofit organizations; experience in the housing association sector is a plus.

Practical Information

  • Employment: Full-time (36 hours per week)
  • Salary: In accordance with the Housing Services Collective Bargaining Agreement, pay scale N (€6,683 – €9,830 gross per month), excluding vacation pay, year-end bonus, and mobility allowance
  • Pension plan and a generous training budget for hybrid work
