Our mission

Delft faces major and interconnected social challenges. These are challenges that cannot be solved by City Hall alone. They require collaboration between departments and cooperation with residents, partners, and networks throughout the city.

Will you help build a resilient government that not only listens to current issues but also guides important transitions? Within the Society cluster, we focus on task-oriented work, and as Head of the Implementation Coordination Department, you will be the driving force behind the municipality-wide change initiative “Neighborhood-Focused Work.” 

Where are you getting on?

You are joining at a time when the Implementation Management Department, in collaboration with the city, has already taken significant steps. A solid foundation has been laid through the accessibility network and strong partnerships with social partners. In the neighborhoods, this is evident through the neighborhood approach, which includes initiatives such as WIJ West, the National Program for Livability and Safety (NPLV), and the Pact Against Poverty. 

The momentum is building, and the confidence is there. You will guide the organization’s future development and drive collaboration with and for the city, in partnership with residents, community organizations, and other government agencies. It is your task to integrate and deepen this approach and achieve sustainable results. 

Your role

As Head of the Implementation Management Department, you lead with trust and a hands-on approach. You focus on social impact and results for the city, not just on processes and rules. You empower employees to apply their expertise where it matters most, and delegate responsibility as far down the organizational hierarchy as possible. You serve as a sounding board for the director and the management team. 

You are visible both inside and outside City Hall and move seamlessly between the city government, management, staff, and external partners. You are aware of what is happening in the city and use that insight to link policy, implementation, and organizational development. 

Together with five other department heads, you are part of the management team for the Society & Safety cluster and report to the director. 

In addition, you will be part of the crisis response team.

About the department 

The Implementation Management Department serves as the key link between policy, partners, and implementation. Issues in the social domain are increasingly intertwined with spatial challenges and increasingly call for an integrated approach and collaboration. The department works for and with the city as well as within the region. The department addresses a wide range of social issues, as well as the operational management of the cluster. Together with two team managers, you will lead approximately 70 employees, who work both in the city and in the back office. 

The department is divided into four teams:

  • Legal Responsibilities (including compulsory education, the Haaglanden Youth Protection Board, declarations of urgent need, status holders, and refugees).
  • Social Services Operations (including a grant service desk for outgoing and incoming grants, procurement and contract advice, legal advice, financial administration, and information management).
  • Public Interest (including participation, sports and healthy lifestyles, arts and culture, poverty, empowerment, neighborhood-focused initiatives, public entrepreneurship, and energy ambassadors).
  • Management support. 

About you

  • You serve as a bridge between the institutional world and the everyday world, between policy and implementation, between the organization and the city, and between departments.
  • You provide direction for the shift toward task-driven work and know how to translate this into concrete actions related to the "neighborhood-focused work" initiative. This involves attitude and behavior, as well as working methods and structure.
  • You are a driving force for collaboration: within the cluster, across the organization, and with partners in the city.
  •  You have a strong focus on external engagement and actively build networks and partnerships.
  • You create a safe work environment where learning, experimenting, and reflecting come naturally.
  • You have a keen understanding of organizational dynamics, strong administrative skills, and the ability to navigate complex issues and facilitate open discussion.
  • You combine strategic insight with practical execution skills. 

We would also like to see:

  • HBO+ / university-level work and thinking skills.
  • Extensive experience in a leadership role within a municipality or similar organization.
  • Demonstrable experience in or with the social sector and operational management.
  • Experience with task-oriented, community-oriented, and collaborative approaches.
  • An interest in organizational development and fostering professional ownership.
  • Political and administrative sensitivity.

In addition, we offer:

  • A 36-hour-per-week position.
  • A salary ranging from €6,197 to €8,474 gross per month, based on a 36-hour workweek. The starting salary will depend on your background and experience.
  • An Individual Choice Budget equal to 17.05% of your salary.
  • 144 vacation hours and 57.6 hours of overtime per year.
  • A modern workplace in the sustainable city hall, located directly above Delft Station.
