Do you have the knowledge and experience needed to oversee the administrative processing of customer data? And can you guide over 300 employees and team leaders in their professional development and related HR matters? If so, we’d love to hear from you.
The Customer Data Department within the Central Administrative Processes Division of the Tax and Customs Administration ensures the quality of customer data and data from official records, which the Tax and Customs Administration, Benefits, and Customs use to shape the services they provide to citizens and businesses. The department consists of three different clusters, each comprising multiple teams: central Customer Data coordination teams, general Customer Data production coordination teams, and Tax and Customs Administration-specific Customer Data production coordination teams.
The production control teams within Customer Data manually process customer data based on alerts. This work is carried out at our locations in Rotterdam, Zwolle, and Heerlen. Specifically, this involves updating customer data accurately, promptly, and completely. We are seeking a department head for these teams as part of our succession planning. This means you will be trained and will lead the team alongside the current department head for the first few months until you take over.
Your main challenge will be to provide guidance to team leaders and employees. You will support a relatively new group of team leaders, provide direction on expanding employees’ roles and the results they are expected to deliver, assist with HR-related issues, and focus on effectiveness and efficiency in administrative processes.
Just like you, our employees work in a hybrid model. That means you’ll work partly from home and regularly at our offices.
We are looking for a public leader who can take this initiative to the next level. To do so, you must possess (among other things) the following experience and qualities:
We want everyone to feel at home at the Ministry of Finance and to be able to reach their full potential. Because working together to ensure a financially healthy Netherlands is what we stand for. We do this by drawing on diverse perspectives, backgrounds, and insights, because we believe this enhances our collective thinking. Everyone is welcome, regardless of cultural background, age, ability to work, gender, or sexual orientation. With your unique contribution, we can better respond to the needs of our society.
This role requires visible public leadership. As a public leader, you will focus on achieving the social mission. In doing so, you will move seamlessly between the three roles associated with public leadership: social partner, political advisor, and manager within your own organization.
No matter what role you play or how dynamic your playing field is, you always embody the three core values of the government-wide vision on public leadership: shared leadership, responsiveness, and moral motivation. This means you know how to “engage” and bring along people in your network as well as within your own organization. You have a keen sense of awareness, are respectful and empathetic, and are attuned to current issues and developments. Furthermore, you are intrinsically motivated and have the resilience to contribute to the public good even in complex and challenging situations.
As a public leader, you recognize the importance of perseverance in achieving results. You therefore feel responsible for the stability and continuity of your organization—and you hold yourself accountable as well.
Want to know if public leadership is right for you? Read on here:
Public leaders within the central government (at salary grade 15 and above) collectively form theGeneral Administrative Service (ABD). Within the ABD, public leaders come together to exchange knowledge and experience, and to pursue the ongoing professional development that is essential for long-term employability.
We offer a dynamic work environment at the heart of the Tax and Customs Administration, where you will contribute to data processing that directly affects Dutch citizens. To this end, you will work alongside knowledgeable, dedicated, and enthusiastic colleagues.
As a public leader, do you want to dedicate yourself to the public good and make a difference in society? Do the challenges associated with this role excite you? Can you inspire the right people and organizations to take action? Are you aware of current issues and able to address them respectfully? Are you motivated to commit to this social mission and capable of achieving results? If so, we’d love to hear from you.
We offer you a monthly gross salary between €5,984.36 and €8,408.64 (scale 15). In addition, you will receive 16.37% of your salary as an Individual Choice Budget (ICB). More about your future department
The Data Cluster, which includes the Customer Data Department and its three subdivisions, is one of the four clusters within the Central Administrative Processes Division. With approximately 700 employees spread across three departments and locations in Apeldoorn, Rotterdam, Zwolle, and Heerlen, the cluster is responsible for making data available, ensuring the up-to-date, accurate, and complete registration of natural and legal persons, managing incoming and outgoing message traffic, and handling access management. Data forms the basis for the work of the Tax and Customs Administration, Benefits, and Customs. Without data, these organizations—and thus the Netherlands—cannot function. The Data Cluster has a highly responsible task. It ensures that citizens, businesses, data partners, and the Tax and Customs Administration, Benefits, and Customs have access to high-quality data at the agreed-upon time.
The cluster manages the connection to the system of basic registries on behalf of the Tax and Customs Administration and maintains the Basic Income Registry (BRI). This registry contains the aggregate income or taxable annual wages of approximately 13 million citizens. Government agencies use the BRI to determine allowances, subsidies, or benefits. For citizens, the Tax and Customs Administration uses the term“registeredincome” instead of the BRI. Citizens can view thisinformationon MijnOverheid.
The Central Administrative Processes (CAP) Directorateis the beating heart of the Tax and Customs Administration. Everyone in the Netherlands has dealings with us. Every year, we send and process more than 316 million letters, emails, tax assessments, and tax returns. We are responsible for receiving, processing, and sending all tax-related data from and to citizens and businesses. CAP is organized into four divisions: Data, Taxation, Collection, and Central Functions.
Together, they ensure that everyone in the Netherlands receives a tax assessment, can file a tax return, or receives a benefit. To process all this data responsibly and accurately, CAP performs millions of operations, most of which are automated. Our ambition? To personalize on a massive scale. By digitizing as much as possible, optimizing processes, and making smart use of data, we can make this a reality. This requires employees who think proactively and innovatively, are curious, and are committed to continuous self-development.

Working Together for a Financially Healthy Netherlands
The work of the Ministry of Finance is about more than just numbers and money. It’s about people like you and me. People with expectations, concerns, questions, dreams, and plans. For example, we all count on funding for quality healthcare and education. On clarity regarding tax rates and on reliable banks and insurers, both in the Netherlands and abroad. And we all count on clarity regarding export regulations and what we are and aren’t allowed to bring back from our vacation destinations.
The Ministry of Finance listens to what is happening in today’s society and pays close attention to how the Dutch people envision their future. Armed with that knowledge and those insights, we work with other ministries and within our international network to forge the right connections and move the Netherlands forward. We ensure that the Netherlands and our economy are ready for the ever-faster-changing world of tomorrow. On all fronts. That doesn’t happen on its own. And, of course, it also requires funding. Citizens and businesses raise that money through taxes, and the government allocates it to matters we as a society consider important. This requires making choices and taking action when necessary. To keep our country financially healthy, our economy must remain in balance while also having room to grow.
Together, we ensure that there are opportunities for prosperity and growth for everyone in the Netherlands—today, tomorrow, and beyond. Together, we are working toward a financially sound Netherlands.
Our core values—integrity, expertise, clarity, boldness, and collaboration—guide our conduct and provide us with a common language that allows us to openly discuss what we do and how we do it.
