Organization

HVO-Querido helps people regain control of their lives and maintain that control after a period of upheaval. We offer shelter, housing support, and daytime activities to people who, for various reasons, need (temporary) assistance with these aspects of their lives. In doing so, we operate within a rapidly changing social context: the number of people without a roof over their heads is rising, while societal tolerance for misunderstood behavior is not. Within this tension, HVO-Querido continually adapts to changing circumstances. Five themes have been identified as priorities in the multi-year policy plan. These are quality of care, working with impact and enjoyment, digital transformation, appropriate housing, and quality of support. In this dynamic and ambitious field, HVO-Querido is seeking a director for our HR department, People & Organization.

People & Organization

People & Organization (P&O) is the HR department at HVO-Querido and serves as the driving force behind management and innovation in all matters affecting our employees. The P&O department has three main functions:

  • providing services to employees and management regarding terms of employment, policies, systems, and the implementation of policies;
  • implementing and ensuring compliance with our HR practices (payroll, application of collective bargaining agreements, laws and regulations, and our own policies);
  • implementing improvements and innovations in the field of HR in the broadest sense.

Our environment is changing, and HVO-Querido is changing with it. For our executive and board members, this means looking to the future with an open mind and considering what is needed to ensure HVO-Querido remains future-proof. This also applies to the M&O management team, which we view as a driving force behind implementation and innovation. Due to these changes, the size and composition of the M&O management team are not set in stone; we are eager to give the new director a proactive and executive role in this regard.

Within M&O, various teams work together:

  • Workforce: handles recruitment, planning, scheduling, and the flex pool;
  • HR Consulting: provides advice on HR issues to executive boards and care teams;
  • HR Service Desk: provides a wide range of services to employees;
  • HQ-Academy: organizes all activities related to learning and development;
  • Communications: provides advice on and manages internal and external communications.

Your role

Collaborative, visionary, results-oriented, and bold—with these qualities, you will lead one of HVO-Querido’s management teams. Through strength-based and servant leadership, you will build our HR practice and inspire employees to help shape the organization. You will serve as a strong partner to your fellow directors and actively drive improvements in the quality of our support and our operational performance. To achieve our organizational goals, we need employees who, through their commitment and expertise, give their best every day and know how to contribute to our ability to (continue to) provide good and appropriate client care. As Director of M&O, you and your teams will make a major contribution to this. 

You actively engage with colleagues. You are approachable, value employee participation, listen to employees’ needs, and know how to respond to them. You understand the challenges of the labor market and HR practices, and are constantly looking for ways to do what’s best for our employees and the organization. You feel right at home in the dynamic landscape of mental health care and the social sector. As Director of HR and Organization, your core responsibilities include:

  • As a member of the HVO-Querido management team, you will help develop the strategic HR policy and vision for the entire organization, ensuring that these policies are thoroughly implemented throughout the organization;
  • Contribute to shared responsibility for implementation with fellow directors:
  • The management teams take full responsibility for implementing the multi-year strategic plan, with each director contributing their own expertise. In this way, together we achieve more than we could individually;
  • Fostering an environment in the field of HR issues that focuses on improvement and implementation across a wide range of areas, such as the HR cycle, absenteeism, and social and digital innovations;
  • Ultimately responsible for the continuity, quality, and development of the activities within the M&O division;
  • Ensure that you and your leadership team are visible and accessible within the organization;
  • Identifying trends in HR practices at the national, regional, and local levels and responding to them, in collaboration with team managers and staff;
  • Leading and motivating team managers and employees to work together and bring out the best in themselves.

Your profile

You are a strong-willed individual who works well with others. You have a clear vision of healthcare and the role of HR within it, and you can effectively communicate that vision. You are a team player, results-oriented, and decisive. Your open attitude makes you approachable and helps create a safe environment for both employees and clients. If you recognize yourself in the qualities listed below, we would love to talk to you.

  • A bachelor’s or master’s degree, with extensive managerial experience at the strategic level within the HR field in the public sector;
  • Vision, experience, and up-to-date knowledge in the HR field, such as in the areas of labor market issues, strategic workforce planning, professional expertise, training policy, the development of flex pools, data-driven approaches, and social and digital innovations;
  • An understanding of and interest in the developments taking place in the healthcare sector, particularly in mental health care and the social services sector;
  • A coaching-style leadership approach, and the ability to adapt one’s style when the situation calls for it;
  • Able to foster innovative ideas and move them forward quickly;
  • Able to help people reach their full potential;
  • Effective implementation requires organization-wide attention; as Director of Management and Operations, you will place greater emphasis on this;
  • Is open to feedback and willing to keep learning;
  • Brings energy and humor, inspires others, and adds value to the people they work with;
  • Knowledge of Amsterdam is a plus.

Employment terms and conditions and specific details

  • A job that offers a lot of freedom and room for initiative;
  • This is initially a one-year contract with the possibility of a permanent position;
  • Your salary will range from a minimum of €8,098 (step 9) to a maximum of €11,090 (step 15) gross per month (scale 15, Social Work Collective Bargaining Agreement) based on a 36-hour workweek;
  • A second-class commuter pass for commuting to work and business travel using public transportation or an OV-fiets bike;
  • Other terms of employment are in accordance with the Social Work Collective Bargaining Agreement. For example, you will receive an individual flexible spending allowance of 17.07%, which includes vacation pay and a year-end bonus. You will also accrue a monthly career allowance of 1.5%. We value your well-being and therefore offer you an annual sports allowance of €100;
  • A (development) assessment may be part of this process;
  • Hybrid work is an option.
