The position

As a Team Manager for Land Affairs Project Management, you play a key role in supporting and empowering the professionals who work on this every day. 

You will lead a team of project managers who work on a variety of projects throughout the city. They operate independently and have strong subject matter expertise. In this role, your focus will be on mentoring and developing these professionals, strengthening collaboration, and ensuring the quality of their work. 

You are visible and approachable to your team. You maintain regular contact with project leaders, collaborate with them, and help them view their work from different perspectives. You identify issues within projects and the team and take proactive action when necessary. In addition, you have sufficient substantive knowledge of area development and land matters to be a valuable discussion partner and ask the right questions. At the same time, the substantive responsibility lies with the project leaders, and you primarily focus on the big picture, process, and collaboration. 

You will work closely with other departments to ensure that the needs and assignments of project leaders are well aligned and to foster collaboration. In addition, you will work with the department manager and fellow team managers to further develop the department. You will contribute to the effective deployment of staff, knowledge sharing, and a professional, safe, and pleasant work environment.

Here's what you do on an average day

  • You will provide coaching-style leadership to a team of approximately 35 project managers.  
  • You will contribute to capacity management and the effective deployment of project leaders, working closely with the Market & Capacity Account Manager, clients, and management.  
  • You will be in regular contact with employees regarding progress, collaboration, and personal development.  
  • You promote collaboration within and across projects.  
  • You encourage knowledge sharing within the team.  
  • You will contribute to process improvement and the department’s continued professional development.  
  • You will work closely with the department manager, your fellow team manager, and other members of management.

You will be working in the Land & Development (G&O) Department of the City of Amsterdam. This department oversees area and real estate development. We manage the City of Amsterdam’s equalization fund and leasehold assets, which means we play a crucial role in ensuring the city’s financial sustainability. 

We are experts in land allocation, granting land under long-term leases, preparing municipal lots for development, transforming real estate, and providing financial and economic project support. In this way, we make a significant contribution to the growth and development of Amsterdam, for residents, businesses, and future generations. 

You will be working in the Project Management department. This department consists of approximately 70 land acquisition project managers with diverse backgrounds and areas of expertise. They work on projects throughout the city, such as in Sloterdijk, Zeeburgereiland, the Zuidas, and other development areas. 

The department consists of a staff team and two geographic teams of project leaders. As a team manager, you are responsible for one of these teams and work closely with the other team manager and the staff. In this role, you are responsible for the teams in North, Nieuw-West, and West. 

What you bring

To qualify for the position of Team Manager, Land Affairs Project Management, you must meet the following requirements:

  • You must have at least an associate's degree.
  • You have at least 5 years of experience in the functional management of professionals or at least 3 years of experience as a line manager.
  • You have experience with coaching-style leadership and help foster an inclusive and development-oriented work environment.
  • You have extensive experience in the physical sector, such as area development, real estate development, real estate brokerage, or urban planning, and you have experience working on a project basis.

Experience working in a public organization is a plus, as it helps you understand the complex landscape more quickly, but it is not a requirement. 

You should have the following skills: 

  • Coaching: You guide professionals in their professional development, ask the right questions, and help them grow in their roles.  
  • Environmental awareness: You understand the dynamics of projects and the organization and know how to respond to them effectively.  
  • Collaboration: You bring people together and encourage collaboration both within and outside the team.  
  • Decision-making: You assess situations, identify issues, and make well-considered decisions. 

What we offer you

As a Team Manager for Land Affairs Project Management, you will join our team for a minimum of 32 and a maximum of 36 hours per week, and you can expect the following terms of employment.

  • A gross monthly salary ranging from €5,885 to €7,740 (pay grade 13) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.  
  • A one-year employment contract, with the possibility of a permanent contract thereafter, if you do not currently have an employment contract with the City of Amsterdam, or if you have only a temporary one. 
  • If you already have a permanent employment contract with the City of Amsterdam, you will retain it and be transferred. 
  • Opportunities for professional development and training. Our in-house training center, the Amsterdam School, offers a variety of training programs, professional development tracks, and on-the-job coaching to help you continue to challenge yourself.
  • An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
  • A pension plan through ABP, the pension fund for the public sector and education. We pay 70% of your pension contribution.
  • A travel allowance of €0.10 per kilometer for travel by car, €0.15 per kilometer for travel by bicycle, and €0.21 per kilometer for travel by public transportation. This applies to a one-way commute of up to 45 kilometers and for the number of days you work in the office.
  • For days you work from home, you will receive a work-from-home allowance of €3.25 net per workday that you work from home.
  • A monthly contribution toward health insurance.
